In Sacramento County, 30% of jail inmates are homeless. Despite increased arrests related to camping, many homeless individuals face a cycle of incarceration without sufficient support for reentry or stable housing. Efforts like the Reentry Opportunities and Access to Resources or “ROAR” program aim to break this cycle by offering services before release.
