Subject: RE: CCTO Board: AB 80 [Burke] PPP Business Expense Deduction - update
Hi CCTO Board -
The Governor has just signed into law the CCTO-supported AB 80 [Burke] that takes effect immediately to allow some businesses to deduct PPP loan assistance by:
* Excluding forgiven PPP loans and EIDL advance grants from gross income for state purposes, in conformity with federal law.
* Conforming state law to federal law to allow deductions for those expenses that were paid for using forgiven PPP loan funds and EIDL advance grants.
These provisions would not apply to entities that are publicly traded companies and taxpayers that did not experience at least a 25% reduction in gross receipts, as specified by federal law.
The bill would also provide that these tax benefits begin on or after January 1, 2019.
This legislation was the product of legislative negotiations over the past few months and has bipartisan support. I testified in support of the measure on behalf of CCTO in Monday's hearing in the Assembly Revenue and Taxation Committee.

I just want to update you on the latest call to action from ASTA, Eben & our advocacy team.

As you know, on January 12 the U.S. Centers for Disease Control and Prevention (CDC) issued an order requiring proof of a negative COVID-19 test or documentation of having recovered from COVID-19 for all air passengers arriving from a foreign country, including U.S. citizens. The order, which goes into effect on January 26, obviously creates a number of challenges, ranging from making sure clients can get test results in-destination without disrupting their return trip to the implications of a positive test (or a false positive) while abroad to a general chilling effect on future bookings.

ASTA has called on the CDC to make several common-sense changes to the order, but we need your help to apply pressure and get it changed or delayed. While Congress doesn’t have direct control over this issue and is preparing for another round of relief legislation, it is the place where constituent go when they are having an issue with a federal agency.

We need your help, and the help of everyone in your network to contact their Senators and Members of Congress. The grassroots advocacy link can be found here:

The California Coalition of Travel Organizations (CCTO)

The California Coalition of Travel Organizations (CCTO) is a nonprofit state government relations coalition of national, state and regional associations and consortiums of travel agents and tour operators.

CCTO member organizations include individual California chapters of the American Society of Travel Agents (ASTA), as well as United States Tour Operators Association (USTOA), Student Youth Travel Association, Signature Travel Network, WESTA, Ensemble, Professional Association of Travel Hosts (PATH), Travel Leaders Network, and Virtuoso.

CCTO has been actively lobbying in the State Capitol since its formation in 1987 and sponsored the legislation enacted in 1995 that established California’s Seller of Travel Law (SOT) and its landmark Travel Consumer Restitution Fund (TCRC).
