RAIC Release
Friends, volunteers, and patrons,
The Rupert Area Improvement Council (RAIC) is addressing recent speculation and misinformation about the Rupert Community Building, its temporary use as a Warming Center, and solutions to improve our community with available resources.
In 2024, the Community Building was temporarily used as a Warming Center due to a weather emergency. However, it was previously declared an Emergency Center, not a Warming Center. Its use as a Warming Center was due to severe weather at a point where the state was not in that of an Emergency. The state must meet certain parameters to declare a Community Building an Emergency Center for immediate use. The Town of Rupert and the Greenbrier County Office of Homeland Security and Emergency Management make these decisions.
Moving forward, the Community Building will not be used as a Warming Center because the priority of an Emergency Center is to take action and staff emergencies when prompted by the decision of the State of West Virginia, the Town of Rupert, as well as the Greenbrier County Office of Homeland Security and Emergency Management.
The Rupert Area Improvement Council received zero grants for the 2024-2025 Warming Center and was unaware of any received grants. Volunteers at the Warming Center handled any received donations, taking responsibility for their storage, use, disposal, or retrieval from the Community Building after the center’s temporary need ended.
Upon assessing the building, the council found damages, furnishings needing repair, and drug paraphernalia, especially in locked areas. This was deemed a public safety concern and assessed immediately. The RAIC covered the cost of cleaning, regular custodial services, repairs, and reprimands. Work will still continue to gradually improve the Community Building, as this nearly one hundred year old building still needs improvements every day.
The Community Building did receive a grant for repairs, including the replacement of the roof, HVAC system, and drainage system. We are extremely grateful to Adam Whanger and his team at Adam Whanger Contracting, and are very pleased with his team’s work to pitch the roof on what is hoped to be the next generation of the Rupert Community & their building. The RAIC regularly notes the grant’s budgeting and expenditures at meetings, which they encourage attendance by the community, local government, & organizations.

Inquiries about donations or grants are covered regularly at the RAIC meeting at the Rupert Community Building, normally held on the 3rd Monday of each month at 7:00 PM. The next meeting will be on December 15th, 2025.
The Community Building is currently OPEN! Beginning in 2026, Rentals are $100.00 a day, with a $25.00 returned deposit upon inspection. For availability, contact The Rupert City Hall at (304) 392-5682.
