Supervisor: President of the PUR Board of Directors
Salary: The hourly rate is $35.00 – $40.00, depending on education and experience
Position Summary: The Executive Director (ED) is charged with overseeing the day-to-day operations of the Partnership for the Umpqua Rivers (PUR), including cultivating key partnerships and donor relationships; acting as the champion and voice of the Umpqua River; and ensuring that all programs and projects are carried out in an effective, professional and timely manner. Along with managing the staff and volunteers, the ED will develop and manage the budget and will be responsible for implementing short and long-term strategic plans to help grow and strengthen the organization’s ability to have a positive impact.

The Executive Director provides leadership and guidance to the Council’s restoration programs and implements or manages the implementation of specific Council restoration projects. The ED facilitates Council restoration planning processes, which include coordinating with other restoration entities (agencies, districts, and other NGOs) and identifying restoration priorities suitable to the Council’s mission and organizational strengths. The ED identifies and develops restoration projects to leverage the Council’s strong partnerships as well as its in-kind resources.
The ED’s first-line supervisor is the PUR President, followed by the Executive Committee, then the entire PUR board.

Primary Responsibilities: Though not an exhaustive list, specific duties are outlined below:

• Facilitate the Council’s restoration planning, which includes reviewing and updating existing plans such as the PUR Strategic Action Plan in coordination with other restoration entities. It involves prioritizing the Council’s restoration activities, identifying new projects, developing short and long-term restoration work plans, and tracking plan implementation. It also requires keeping abreast of ecological monitoring efforts in the Umpqua Basin and incorporating monitoring results into restoration planning.
• Provide technical assistance, including the evaluation, survey, design, cost estimates, layout, and implementation and construction inspection of best management practices.
• Supervise full-time staff and oversee the work of all program managers.
• Supervise activities to ensure action recommendations of the Umpqua Basin Watershed Assessments and Action Plans are addressed.
• Direct staff work toward accomplishing the goals outlined in The Oregon Plan for Salmon and Watersheds and other current guidance.
• Act as primary PUR Contracting Officer with authority to appoint other Contracting Officers, CORs, and Project Inspectors. Develops contract bid packets, procures quotes and bids for contracted services and materials.
• Determine the need for restoration/enhancement permits. Write up, submit and follow the permit requirements. Work to resolve any disputes with agencies issuing permits.
• Provide oversight to the outreach program of the Council.
• Oversee and ensure required monitoring is completed for projects.
• Attend committee and subcommittee meetings based on need-to-know and availability.
• Encourage and use volunteers for Council work.
• Provide oversight of PUR grants and budgets.
• Conduct or coordinate fundraising, both local and regional. Build the organization through fundraising and increased revenue generation from grants, membership, donors and events. Work with the Board of Directors to establish a comprehensive and attainable fundraising strategy.
• Serve as primary organizational spokesperson and contact for PUR with appropriate media outlets, other agencies and the public. Speak at or attend meetings and conferences on water conservation, water quality, salmon restoration techniques, board development and community collaboration, etc.
• Work to cultivate board involvement and board recruitment and training.
• Support or organize support for PUR committees and subcommittees.
• Contact, encourage, and assist local landowners as they develop watershed restoration or other projects consistent with the goals identified by the Council, or for review by the Council.
• Encourage and assist coordination among all involved parties in Umpqua basin watershed activities, including local landowners, state and federal agencies, other watershed executive directors and other willing partners.
• Stay abreast of key watershed concerns and help to keep PUR current and relevant for constituents.

Preferred Qualifications:
• Familiarity with watershed council roles and functions in the state of Oregon
• Existing professional relationships in the watershed restoration and management field
• Familiarity with the Umpqua Basin

Minimum Qualifications:
• Bachelor's or Master's Degree in a natural resources-related field
• Non-profit management experience in watershed and natural resource conservation organizations
• Track record of success in securing grants, individual contributions and donated services
• Proven leadership skills and experience
• An entrepreneurial approach to problem solving and organizational development
• Demonstrated ability to manage projects and programs
• Personal commitment to engaging the community in watershed stewardship
• Excellent written, verbal and interpersonal communication skills
• Excellent organizational skills
• Ability to work independently
• Experience developing and managing budgets
• Experience in work planning and strategic planning
• Experience supervising employees and volunteers
• Computer literate
• Personable, professional, self-motivated, collaborative and flexible

Salary and Benefits:
This is a ž-full time position with a competitive salary commensurate with the skills and experience of the candidate. Benefits are negotiable and include paid holidays, vacation, sick leave, a Health Reimbursement Account (HRA), retirement and schedule flexibility.
Other Information:
The ED works under the guidance and direction of the President of the Partnership for the Umpqua Rivers. The Executive Committee of the Watershed Council will do orientation, training, performance reviews and evaluation.
This position involves frequent travel throughout Douglas County to attend daytime and evening meetings. Overnight stay on assignment may be required. Applicant must possess a valid driver’s license and be able to provide his or her own means of transportation. The ED will occasionally participate in outdoor field activities that may require lifting up to 40 pounds, traversing uneven ground and wading in streams and wetlands.

Another Umpqua Fisheries Enhancement Derby Student Day at Rock Creek is in the books. PUR staff and our BLM partners had a great time joining in to help educate high school students from Douglas County about the importance of stream habitat restoration. We shared information about our successful Rock Creek restoration project, the vital role of watershed councils, and the various career opportunities in the conservation field. Position Summary: The Finance Manager is responsible for utilizing accrual-based accounting to manage the organization’s financial transactions and associated documentation, including managing the financial component of 60 plus grants (foundation, state and federal), the administrative budget and working with the Executive Director on overall administrative effectiveness. Our budget typically fluctuates between $1.5 and $4 million annually. This position works independently and under the direct supervision of the Executive Director.

Essential functions: the essential functions of this position require prioritizing and completing all assigned tasks in a timely and efficient manner, adjusting for changing priorities and availability of resources, and demonstrating initiative in identifying future project opportunities. These duties are a representative example of position expectations, actual duties assigned may vary, and change depending on funding and our organization’s needs.

• Comply with PUR’s Financial Policy and help oversee staff compliance. Recommend changes to strengthen internal controls to Finance Committee and Executive Director as needed.
• Process payroll monthly, including gathering and entering data into QuickBooks.
• Manage the PUR’s compensation program
• Process accounts payable.
• Reconcile Bank Statements and credit card bills.
• File quarterly tax reports, in addition to monthly and quarterly financial reports for the Executive Director and Finance Committee.
• Work with staff to manage the financial component of grants and complete all financial reporting, tracking, and reimbursement duties.
• Assist with the preparation of the annual Audit with the support of the Executive Director and Finance Committee.
• Manage our indirect costs and administrative budget
• Assist with donor management and fundraisers
• Help build and maintain collaborative relationships with landowners, community members, funders, agencies, and other partners. Contribute to outreach activities as requested.
• Create an inclusive work environment, that contributes to a positive workplace.
• Communicate respectfully and effectively with other staff, supervisors, board members, and partners.
• Maintain a team player mentality and pitch in to ensure all aspects of PUR’s work are successful.

Minimum Qualifications: Any equivalent combination of education and experience which provides the knowledge, skills, and abilities required to perform the job. Education and coursework can substitute for years of experience. Typical qualifications would be:

Education:
• Associate degree in accounting or business administration or a high school diploma with 5 years of bookkeeping experience.

Professional Experience:
• Strong skillset in QuickBooks, and MS Office applications including Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook) .
• At least 3 years of bookkeeping experience, accounting expertise preferred.
• Unwavering commitment to integrity and transparency and a background in implementing internal financial controls.
• Experience putting together a budget, generating financial reports and communicating financial standing to a wide range of audiences.
• Demonstrated experience working with non-profit groups including organizational development and management of government and foundation grants strongly preferred.
• Excellent written and verbal communication skills with a wide range of individuals (other staff, partners, private landowners, farmers, volunteers, funders, and local community members).
• Problem-solving, decision-making skills, and the ability to work independently with attention to detail.
• A positive attitude with a flexible approach to work and willingness to work with others, solve complex problems, and take on new projects and tasks as needed.
• Valid driver’s license required and use of a personally insured vehicle for travel.
• Ability to manage short and long-term projects and tasks in a highly dynamic work environment.

Supervision: The Finance Manager reports directly to the Executive Director.

Working Conditions: Our office is generally open during normal business hours of 8:00 a.m. to 4:00 p.m., Monday through Friday, although our work hours span from 7:00 a.m. to 5:30 p.m., and may include nights and weekends, with some schedule flexibility available with approval. Employees’ presence may be required at designated internal and external meetings even if they fall outside your normal workday schedule. Equipment utilized includes standard office equipment including personal computers, with job-specific software and peripherals. Much of your time will be spent on the computer and phone.
