We envision a collaborative community where basic resources and opportunities are accessible to all. Reach operates in five direct service areas: 1) the MANSFIELD KASEMAN HEALTH CLINIC delivers health care and health education to low income uninsure

d adult residents of Montgomery County; 2) ROCKVILLE EMERGENCY ASSISTANCE PROGRAM steps in with financial assistance for Rockville residents facing eviction, utility termination, or are in need of life-saving medications, as well as providing social service referrals (food, clothing, dental and vision care) to any County resident; 3) SENIOR REACH PROGRAM enables low- and low-moderate income seniors to age in place by offering weekly home care services, as well as home repairs and modifications that ensure safety and functionality; 4) LANGUAGE OUTREACH PROGRAM teaches English as a Second Language and Citizenship classes to adult immigrants in an affordable program that includes free childcare and tutoring; and 5) Reach's Permanent Supportive Housing Program includes two homes: JEFFERSON HOUSE and ROCKLAND HOUSE, which support formerly homeless men and women as they work toward self-sufficiency.

We are grateful for continuing support from MCAEL for LOP! Together we are helping advance English language learning in the county.

MCAEL is excited to announce that $1,550,000 in grants have been awarded to support local adult English language learning programs across Montgomery County!

The goal of the MCAEL grants program is to increase the availability of adult ESOL (English for Speakers of Other Languages) services that support identified community needs and diverse populations, while also improving the quality of those services.

MCAEL thanks the panel of community members who donated extensive time and energy to review and evaluate the grant applications, as well as the Montgomery County Government for maintaining funding for capacity-building grants this year, as well as for their ongoing support of English language learning opportunities in Montgomery County.

Creativity and wellness were the focus at our annual staff retreat this week! Thanks to CREATE Arts Center for leading a unique stamp making activity, Joyful Mind for an engaging meditation session, and our speakers, Sarah Frazell from the Primary Care Coalition and Jim Gilmore from the Montgomery County Crisis Center.

REAP director Odeth Berlin first worked with Ms. F more than 15 years ago, when she was renting an apartment with support from the HOC. She and her family graduated from the program, and by 2012 they had achieved something many families dream of—purchasing their own home.

For more than a decade, Ms. F worked steadily and was able to put her children through college—things were going well.

Then, in December 2025, everything changed. Ms. F suffered a back injury while working at a grocery store. She filed for workers’ compensation but ended up being terminated from her job, and suddenly the mortgage became difficult to manage. With a daughter in college and her mother-in-law living in the house, she wasn’t sure how to make ends meet.

She turned to REAP again, where we were able to cover her overdue mortgage payment, enroll her in SNAP benefits, and refer her to legal assistance to determine whether she had been illegally terminated. Ms. F is now working with her lawyer while reducing her monthly expenses and rebuilding stability.
Her story is a reminder that even families who seem stable can face an unexpected crisis—and that a little help at the right time can make all the difference.

Reach's Housing Program is looking for volunteers to help with landscaping and yardwork tasks at our house for women in Rockville. The work will help maintain a safe, clean, and welcoming environment for the residents we serve.

This is a great opportunity for corporate teams, community organizations, and volunteer groups. Volunteer hours and Student Service Learning (SSL) hours can be provided upon request.
