台灣姐妹市協會（TSC）是Institute for Internatioanl Development Studies (IIDS)在美國馬里蘭州註冊登記的商標。IIDS是1989年成立的非營利智庫， 在2020年與洛克威爾-宜蘭城市協會（Rockville-Yilan City Corproation)合併改組，並以TSC為商標。台灣姐妹市協會成立的目的在透過台美兩地的文化，經濟，教育，科技，及其他交流活動促進台美兩地姐妹城市及雙方國民的交流和友誼。

2016
洛克威爾-宜蘭城市協會在美國馬里蘭州登記成立。
2017
洛克威爾-宜蘭城市協會向洛克威爾市提出申請請成立洛克威爾-宜蘭姐妹市。
2018
洛克威爾-宜蘭城市協會在洛克威爾市舉辦首次珍珠奶茶節。
2019
宜蘭正式成為洛克威爾的第二個姐妹市
。
2020
洛克威爾-宜蘭城市協會與IIDS合併。登記商標為台灣姐妹市協會。
Taiwan Sister Cities, legally known as the Institute For International Development Studies, Inc., is a non-profit organization incorporated under the laws of the State of Maryland on December 15, 1989. TSC is a private, non-profit organization dedicated to promoting, educating, and fostering intercultural understanding and cooperation among the people of the United States and the people of Taiwan. It facilitates all spectrum of exchanges between the two countries, which share similar freedom and values. The purpose of TSC are:
(a) To promote mutual understanding between the people of the United States and the people of Taiwan in areas such as international economic, business, educational, technological, and other mutually beneficial cooperative relations between Taiwan and the United States. (b) To administer guidelines and educational tools for the people of the United States and the people of Taiwan to improve communication channels. (c) To aide sister city programs with Taiwan cities throughout the United States which includes research, training, and information collection activities to advance community to community relationships between Taiwan and the United States. The Rockville-Yilan City Corporation (RYCC)incorporated in Maryland.
2017
The proposal of Rockville-Yilan sister city submitted to Rockville Sister City Corporation (RSCC), the governing body of sister city relationships in Rockville, Maryland.
2018
The inaugural Bubble Tea Festival in Rockville, Maryland
2019
The sister city agreement was ratified by both the Rockville City Council and Yilan City Council. Yilan, Taiwan becomes Rockville's second sister city.
2020
RYCC merged with IIDS to create Taiwan Sister Cities.
