Prop 44 is so poorly written that it excludes funding for the things that make a health center actually function — nursing managers, telemedicine, mammogram machines, translation services, patient medical records, and even fire insurance.

This is what's at stake for patients in Butte, Sacramento, Sutter & Yuba counties.
