Fear, or a lack of factual knowledge, is never a positive position in which to make decisions for a community. It this case, City of Rockford Government council member decisions created the conditions they stated they most feared - out of town apartment ownership.

For The PlatFORM Group, the 21st Century ROAD to Housing Act can strengthen the organization’s role as a local housing delivery partner—particularly for scattered-site infill, rehabilitation, homeownership and neighborhood stabilization—by making federal housing tools easier for communities to use and by encouraging more local housing planning and production. The strongest benefit is not a single grant automatically available to the CDC, but a better environment for assembling project capital: local HOME/CDBG funds, bank lending and CRA investment, state programs, philanthropic support, tax credits and project revenues.
