Three Rivers Restorative Justice Restorative Justice is a relationship-based form of justice that seeks to repair harms caused by criminal activity or impactful conflicts.

Three Rivers Restorative Justice brings together those who have been harmed, those who have caused harm, and community and family members to establish spaces for dialogue and transformative resolutions. While crime does involve the breaking of laws, restorative justice focuses on the breaking of relationships within a community and how this breakage can impact the lives of many people on many leve

ls. Harms done against other persons create both obligations and opportunities for the mending of those harms. By moving from a law-focus to a harm-focus perspective, restorative resolution processes aim to engage the main stakeholders in a given crime or conflict. Many research studies of restorative justice programs have demonstrated that participating offenders have lower recidivism and higher motivation to make amends and make personal changes to not repeat negative behaviors.

TRRJ by the Numbers: March 2023 – December 2024

The results are in — and they speak volumes. Restorative justice is working in Southeast Minnesota. Here’s what we’ve achieved together:

🔸 250+ people served
🔸 96% of victims were satisfied with the outcome
🔸 81% of youth completed their reparation agreements
🔸 100% of victims would recommend restorative conferencing
🔸 95% of all participants felt heard and able to speak freely

This wisdom speaks deeply to the heart of restorative justice. Circles are more than shapes — they are spaces of healing, truth-telling, and accountability.

In a restorative circle, we return to one another. We come together not to punish, but to listen, to make things right, and to recognize that harm impacts everyone in the circle — and so can healing.

Richard Gillis — a TRRJ cofounder, facilitator, and former board member — shares how his journey through faith, prison ministry, and community support led him to become part of the restorative justice movement in Southeast Minnesota.

From circles of support to restorative classes, Richard’s story reminds us that justice can be healing, not just punitive. His efforts with TRRJ bring accountability, compassion, and restoration to those impacted by harm in our community.
