God never witholds from us. We withhold from Him when we don't give Him access to fill it.
You can't expect God to Give you the baptism of the Holy Spirit if you don't surrender your life to Him and do what He asks you to do.

You receive the Holy Spirit the moment you give your life over to Jesus.
But the Baptism of the Holy Spirit is different than just receiving the Holy Spirit.
You have the Holy Spirit already, rest in that knowledge.
