This year’s theme, “Shifting Conditions that Change the Odds for Upward Mobility,” is especially relevant to government housing agencies and Community Redevelopment Agencies. The places we build—and the investments we make in housing, infrastructure, businesses, transportation, and neighborhoods—can directly influence residents’ access to opportunity.
