General Assembly Update:

The 2026 Virginia General Assembly session (convened January 14) is underway, and the Virginia Child Care Association is actively tracking legislation affecting child care, including subsidy eligibility changes, employer-supported child care pilots, and data improvements. Of particular note is HB5, a bill that would expand paid sick leave requirements to most Virginia employers, with new accrual rules, broader permitted uses, and potential civil penalties, effective July 1, 2027 if passed. No immediate action is required, but members will be notified if advocacy or legislative outreach becomes necessary as bills advance.
