Member Update | Governor Spanberger's Executive Directive 5 (2026)

The Virginia Forestry Association is sharing information on Executive Directive 5 (2026), issued by Governor Abigail Spanberger on October 16, 2026. The directive outlines temporary measures allowing qualifying farmers and loggers to use dyed diesel on Virginia roadways after paying the applicable backup tax, with civil penalties waived for those who pay the tax first.

The directive is intended to help address rising diesel fuel costs during harvest season and remains in effect through December 31, 2026, unless extended or rescinded.

We encourage our members to review the directive for details on the provisions and requirements that may affect their operations.
