Resident and Associate Committee

BYLAWS

ARTICLE I
Objectives

Section 1. The objectives of the committee shall be:
a. Address the interests and needs of young surgeons and surgeons in-training in order to facilitate increased resident participation within the membership of the chapter
b. Provide opportunities for clinical and professional growth at the regio

nal level through chapter activities
c. Foster resident advocacy and support through peer-to-peer interaction and networking among the chapter’s members and officers

ARTICLE II
Members

Section 1. All residents of residency programs within the State of Virginia as well as associate members of the American College of Surgeons practicing or residing within Virginia are automatically members of the Virginia Chapter of the American College of Surgeons Resident and Associate Committee
Section 2. Privileges of membership. All members whose participation meets the requirements set forth in these bylaws, may speak, make motions and vote at the annual meeting
b. All members may participate in phone meetings not specifically for the Officers of the chapter
c. Members in good standing may be elected to office given they meet the requirements set forth below

ARTICLE III
Officers

Section 1. Elected Officers
a. The officers shall be a Chair, Vice-Chair, and Secretary/Treasurer
Section 2. Eligibility
a. All residents in the PGY-3 and above year of residency (and therefore also including all Associate members) in good standing with their program are eligible to be officers
Section 3. Term of Office
a. Each position shall be held for a period of 1 year, with a term beginning July 1 and extending through June 30 of the following year
Section 4. Removal from Office
a. Any Officer may be removed from Office by the Board of the Virginia American College of Surgeons
Section 5. Duties of Office
a. Chair
a. Represent Resident and Associate Committee on the Virginia American College of Surgeon Board as a non-voting member
b. Organize and lead annual meeting, including resident specific activity such as Surgical Jeopardy
c. Lead state phone meetings four times a year
b. Vice Chair
a. Fulfill duties of Chair should Chair be unable to complete his/her responsibilities. Shall function as Chair-elect and become Chair the subsequent year after serving as Vice-Chair
d. Oversee recruitment of additional members by working with a representative from each residency program in the state
c. Secretary/Treasurer
a. Maintain minutes and records of all meetings and finances related to the Chapters activities
c. Assist with Chapter activities as designated by Chair and Vice Chair
d. Organize resident advocacy day in Richmond annually

ARTICLE IV
Nominations and Elections

Section 1. Nominations
a. For terms running from July 1, 2014 through June 30, 2015, officers will be nominated by the Virginia American College of Surgeons Board
b. For subsequent terms, officers will be nominated by a member in good standing at the annual meeting
Section 2. Election. Elections will be held at the annual meeting for Vice Chair and Secretary/Treasurer
b. Officers will be elected based on the highest percentage of votes for each position
c. A nominated member who fails to achieve the highest percentage of votes for a position and subsequently be elected to that Office may also be nominated for another office
d. The Chair shall oversee voting at the annual meeting and complete tallies of all votes. ARTICLE V
Meetings

Section 1. Regular meetings
a. Phone meetings will occur at least four times annually, with participation of all members encouraged to discuss advocacy opportunities, membership/recruitment, planning of meetings, and any ongoing issues of business
Section 3. Special meetings
a. Special meetings may be called by the Chair at any time, provided at least a 24 hour notice is provided
Section 4. Annual meeting
a. An annual meeting will be held in conjunction with the general Virginia American College of Surgeons Annual Meeting

ARTICLE VI
Committees

Section 1. Membership/Recruitment
a. Each residency program will be requested to identify a committee member to facilitate recruitment for the state chapter
b. The committee shall be chaired by the Vice Chair
c. Each member of the committee will provide a presentation to incoming interns as well as existing residents on the benefits of membership and seek to increase membership from each residency program
