For years, many progressive cities have required developers to provide or fund affordable housing as a condition for approving market-rate housing, a policy known as inclusionary zoning. Although well meaning, mandatory IZ often worsens housing affordability by suppressing overall housing supply— leading many of these cities to reduce or eliminate their IZ requirements.

The San Francisco Board of Supervisors voted to reduce the rate after the city controller warned new housing was too difficult to build.

Thanks to a tax abatement offered by City Council, 70 dedicated affordable units will be included in the Old Mary Washington project. Combined with the new housing supply created by roughly 260 new apartments, this is shaping up to be a generational project for Fredericksburg!
