Legacies of individual service were recognized at Garland’s recent Citywide Town Hall series. Community Impact Awards were presented to Tony and Lupita Torres, B.J. Williams, David Swavey, and Jennifer and Thomas Nguyen.

𝗧𝗵𝗲 𝗧𝗼𝗿𝗿𝗲𝘀𝗲𝘀 are the heart and soul of the Garland Association for Hispanic Affairs (GAHFA), which has served the community for more than 30 years. They have worked on political forums, voter registration and census participation events.

𝗪𝗶𝗹𝗹𝗶𝗮𝗺𝘀’ years on the Garland City Council — from 2012 to 2018 and again from 2020 to 2026 — were marked by a commitment to thoughtful planning, stronger neighborhoods, improved infrastructure and partnerships that enhanced the quality of life for Garland residents. He also served on the Garland Plan Commission, the Charter Review Committee, the Housing Standards Board and numerous civic initiatives.

𝗦𝘄𝗮𝘃𝗲𝘆’𝘀 greatest legacy extends far beyond his 34-year career with the Garland Police Department. He started the Garland Police Boxing Gym in 1995. What began as a crime prevention initiative has become a life-changing program that has given thousands of at-risk youth a safe place to learn discipline, confidence, respect and perseverance. Under his leadership, generations of young people have found mentors, opportunities and hope instead of gangs, violence and crime.

𝗧𝗵𝗲 𝗡𝗴𝘂𝘆𝗲𝗻𝘀 have devoted nearly four decades to bringing people together — not only within Garland’s Vietnamese American community, but across the many cultures and generations that make our city special. Together, they helped establish the Vietnamese Community Center of Dallas, growing it from informal meetings in their home.
