The Joyce-Gillespie-Harrington Educational & Charitable Foundation was established to serve as a conduit to generate scholarship funds to support college bound students. The foundation was named in memory of three community leaders dedicated to the ideals of “Scholarship, Community, Service and Love for all Mankind.”

James Burwell Gillespie, Ed.D was a dedicated educator. He spent many years work

ing in the District of Columbia school system and served as an adjunct professor at George Washington University. He served in various leadership roles as a member of Alpha Phi Alpha Fraternity, Inc., during his more than 50 years of service. He served as the catalyst behind the creation of the scholarship foundation and served as the Chairman of the Roosevelt Harrington Education Foundation. The foundation was renamed in his honor as the Joyce-Gillespie-Harrington Educational & Charitable Foundation, Inc. Of all of these services, he was most proud of being involved in the activities that supported the education of young adults. As a charter member of Zeta Upsilon Lambda Chapter of Alpha Phi Alpha Fraternity, Inc., Roosevelt Harrington was a key architect in developing the charter for the organization that has served the Washington, DC metropolitan area since 1975. He provided vision and leadership for the fraternity for more than 50 years. As a pharmacist, he served as a role model for many students in our community. His work with students including sponsorship in science fairs and competitions made a tremendous difference in the lives of many of our youth. As a dedicated member of Zeta Upsilon Lambda Chapter of Alpha Phi Alpha Fraternity; Henry Louis Joyce provided great leadership for many of the organization’s scholarship fund activities. As Chairman and Chairman Emeritus of the organization’s annual “Black and Gold Scholarship Ball”, he was instrumental in generating over $250,000 in funds to support college-bound students in the Northern Virginia area. For his dedication to our youth, we have honored his legacy by adding his name to the foundation. We owe these community leaders a debt of gratitude for their pursuit of excellence and their tireless efforts to make a positive impact on our community.

Tuesday, December 1st, 2020, is designated in the United States as Giving Tuesday. For those who may not know, Giving Tuesday began in 2012 to respond to commercialization and consumerism in the post-Thanksgiving season. It is a movement to create an international day of charitable giving at the beginning of the Christmas season.

Many of you participate in Giving Tuesday each year and make donations to your favorite charities. This year, the Board of Directors of the Joyce-Gillespie-Harrington Educational and Charitable Foundation (JGH) and members of the Zeta Upsilon Lambda Chapter of Alpha Phi Alpha Fraternity, Inc. ask that you strongly consider joining us in giving to our charitable foundation. As you know, the money raised through our educational and charitable foundation supports scholarships and other impactful community service programs.

In 2020, even as our nation continues to battle the COVID-19 pandemic, JGH has steadfastly continued to fulfill its mission by awarding $20,000 in scholarships for college-bound students, supporting STEM education for minority students, COVID-19 relief community food drives, Thanksgiving food and clothing for the homeless, and the upcoming donation of toys for kids in Fairfax County. In 2021, we plan to do more!

Thanks for the opportunity allowing the Joyce-Gillespie-Harrington Educational and Charitable Foundation to support the Heritage Fellowship Church Academic Enhancement Committee's 2018 "Transition to College" Informational Dinner. Our dear Alpha brother, Virginia State University President, Dr. Makola Abdullah, provided great insights during this informative and resourceful event! As President of the JGH Foundation, it was an honor to preside over the dinner program. We also appreciate the opportunity to mentor the young men in the 2018 Brothers' Fun Camp through our Project Alpha and Go To High School Go To College national programs.

After Years of Decline, Obama Admin Tries New Approach to Spur Feds’ Annual Giving

President Obama signed an executive order Thursday to make it easier for federal employees to volunteer at charitable organizations and for retirees to donate to them.

The order adjusts Ronald Reagan era guidance on the Combined Federal Campaign, the federal government’s annual giving drive. Under the new rules, federal workers will be able to make non-monetary pledges to CFC charities by instead committing to donating their time. Some agencies already allow employees to volunteer at CFC organizations and some do not, the program’s Director Keith Willingham said, but none credit the hours toward the annual pledge goals each agency sets. The order will give the Office of Personnel Management -- which oversees CFC -- the authority to allow volunteer hours to count toward program goals.

An OPM spokeswoman said that guidance is forthcoming.

The order will also allow federal retirees to make charitable contributions through their annuities. Many current federal employees donate through an automatic paycheck deduction.

Willingham said CFC has received feedback that some feds who could not afford monetary contributions wanted additional opportunities to give and participate in the program while helping their agencies reach their pledge goals. He added the program could especially benefit millennials, who have expressed more interest in “hands on” contributions. The order is not meant to be “prescriptive,” Willingham said, and will give OPM and agencies flexibility in exactly how they carry it out.

The idea is for agencies to “monetize” the volunteer hours their employees contribute, OPM said, so an estimated value will be given to one hour of volunteer time. Agencies will then use “the total value of volunteer time given by a donor” and add it to their total contributions from all employees for the year.

“These changes will allow more federal, postal and military personnel to give back to their communities, whether through their checkbooks or with their time,” said acting OPM Director Beth Cobert.

She added the annuity deduction change will impact 2 million federal retirees, and allow the government to “raise even more money for these worthy causes from employees that choose to donate over the course of their career and into retirement.”

The changes come from a commission OPM launched on CFC’s 50th anniversary, which issued recommendations in 2012.

Federal employees have donated less money each year since 2009, when feds gave $282.6 million to CFC charities. That figure has fallen annually and dropped to $177.8 million in 2015.
