The Northern Nevada DUI Task Force unites the efforts of its members by providing public information, educational materials, incentive items to the general public and operational equipment for law enforcement impaired driving counter-measures and enhances the knowledge and increase the awareness of the general public in an effort to decrease the incidence of impaired driving. Carson City resident identified as victim in fatal Highway 50 crash
Nevada Highway Patrol has identified the victim in a fatal crash where the other driver is suspected of driving under the influence.

Hugo Parra-Solis, a 37-year-old Carson City resident, was driving a 1999 Chevrolet Silverado pickup truck westbound on U.S. 50 around 7 a.m. Thursday, according to Nevada Highway Patrol. He was towing a utility trailer.

At that time, Jerrad Dominguez was driving a white 2019 Ford F-150 pickup truck eastbound on U.S. 50 east of Elks Point Road, according to a preliminary investigation.

Dominguez allowed the vehicle to cross over the center median lines into oncoming traffic, striking Parra-Solis’ vehicle.

Dominguez’s truck came to rest facing northwest and blocking both westbound travel lanes. Parra-Solis’ truck came to rest facing east in the right-hand lane of U.S. 50 eastbound.

The rear bed portion of the Chevrolet pickup separated from the front cab portion.

According to the Douglas County Sheriff’s Office, Dominguez was booked on charges of driving under the influence resulting in substantial bodily harm, possession of controlled substance, paraphernalia, an open container, reckless driving with substantial bodily harm, driving left of center and being under the influence of a controlled substance and driving with his license suspended or revoked for driving under the influence.

A GoFundMe page has been created to help pay for Parra-Solis’ funeral expenses.

Friends and family are raising money to support the young wife of Matthew Daines, who was killed Wednesday night after pushing her out of the path of a drunk driver.

Daines and his wife, were walking together when a truck veered toward them. Investigators say the driver’s blood alcohol content was more than six times the legal limit. Daines pushed his wife to safety but was struck by the vehicle and died at the scene.

A GoFundMe has been launched to help Andrea in the wake of the tragedy. The fundraiser describes Daines as a man who lived with joy, worked hard and inspired goodness in others.

“Matthew eagerly embraced life with unmatched earnest. He enjoyed working hard. And he was so happy. That happiness was contagious,” the post reads. “Matthew only spoke positively of other people and he truly had no guile. There are certain kinds of men that inspire goodness in others. Matthew was that man.”

Organizers said many in the couple’s community wanted a way to help his wife after the loss. “We appreciate your desire to ease the burdens on her as she navigates this loss,” the fundraiser says. “We are profoundly grateful for your love, support, and prayers. We express our heartfelt gratitude to those first responders and strangers who rendered aid. We can never thank you enough.”

The post concludes with a tribute to Daines’ character: “Thank you for honoring Matthew’s memory. We hope to carry on his legacy of goodness.”

What a beautiful couple, my heart aches for all who grive this loss.

PLEASE NOTE THE CHANGE OF DATE FOR THE ZOOM VICTIM IMPACT PANEL FOR AUGUST!!!

Due to a funeral service, I will be out of town and am having to move the Zoom Victim Impact Panel from 8-12-25 to 8-19-25. I am sorry for the inconvenience.

Following is the information for this month's VIP's:

* In Person - 8-20-25

PLEASE READ THIS EMAIL IN ITS ENTIRETY AS IT HAS IMPORTANT INFORMATION YOU NEED TO KNOW ABOUT THE DUI VICTIM IMPACT PANEL!!!

The Victim Impact Panel must be attended live and in person. If there is not a Victim Impact Panel within 60 miles of the defendant's residence and the court permits it, you may then complete the Victim Impact Panel online. Some courts are still approving the attendance of the Victim Impact Panel via Zoom but the majority of them would like in person attendance. PLEASE make sure your court will approve Zoom prior to attending. Reno Justice Court is wanting everyone attend an in person VIP unless approved by the court our you are over 60 miles from your residence.

IF YOU ARE ATTENDING IN PERSON, you can either pay beforehand or show up the night of the Victim Impact Panel and pay and register at that time. Please note, the in-person VIP's will be held at the Washoe County Commissioners Chambers at 1001 E. 9th Street, Building A, Reno, NV. For the in-person VIP's, cash will be collected that evening (check in is at 6PM with the VIP starting promptly at 7PM) or you can pay via Venmo or Zelle and your paperwork will all be done and ready for the VIP. NO LATE ARRIVALS WILL BE PERMITTED - NO EXCUSES.

IF YOU ARE ATTENDING VIA ZOOM, you will need to pay prior to the event in order to obtain the Zoom instructions. All Zoom meetings will begin at 6:30PM with a video and then my speakers go from 7:00PM to 8:30PM. I am usually signed on to Zoom no later than 6:00PM to make sure everyone is ready for the video which starts promptly at 6:30PM. The cost is $45 and can be paid in the following ways: ·

Venmo - Venmo is an app on your phone, and you can download the app via your iPhone or Android (Venmo does not have an app on your computer, so you must sign-up via your smartphone. Once downloaded from the app store onto your smartphone, open the Venmo app. Choose your sign-up method and create a secure password. Verify your phone number and email address. Add and verify your bank information. To make a payment through Venmo, go to your Venmo app on your smartphone. Click on the Pay or Request button and select “-VIP” as the recipient of your payment. Add the payment amount of $45. Confirm the payment shows as “Private." Make sure to put the person’s name who is attending the VIP. Tap Pay (if it asks for a 4-digit number, hit continue without having to verify). Venmo will send me a confirmation email of your payment.

Zelle - Sign on to your bank. Go to pay through Zelle (please make sure your bank allows payments through Zelle). Use the following email address to pay: [email protected] and, if asked, add Northern Nevada DUI Task Force in the first name box. Zelle will send me a confirmation email of your payment ·

Regardless of how you pay, ALL PAYMENTS MUST BE RECEIVED AT LEAST ONE DAY PRIOR TO THE ZOOM VICTIM IMPACT PANEL....I DO NOT ANSWER THE PHONE OR RESPOND TO EMAILS AFTER NOON ON THE DAY OF THE PANEL.

Please be sure to download the Zoom app prior to the meeting. You can use either a computer or a smartphone, but you must make sure it has camera access as I MUST see you during the entire Victim Impact Panel. It is required you are always paying attention to the video / my speakers during the Victim Impact Panel. This means NO driving, laying on a couch or bed, walking around, smoking, etc. We need to keep the Zoom meetings as if we were doing a live Panel, which means you are sitting and paying attention the entire time. No sleeping, slouching, etc. and I must see your face during the entire Victim Impact Panel. I most likely have obtained this information from you but, if I haven’t, please provide me with the following information to complete your registration form as proof of your attendance at the Victim Impact Panel: ·

The date of the VIP you would like to attend Once the Victim Impact Panel is over, I will email you a copy of your registration form as proof of your attendance. I will also email the court a copy of the registration form. If you are out of state (not including Truckee or Tahoe Justice), please provide me with the email address for where your proof of attendance needs to go.

PLEASE REMEMBER, it is YOUR responsibility to make sure the court gets proof of your attendance so do NOT rely on me! You will want to keep a copy of your registration form and follow-up with the court, attorney, etc. to confirm they are aware of your attendance. For those attending the in-person VIP, you will receive your paper copy of your registration form the night of the VIP. PLEASE be sure you have paid for the Zoom VIP at least 1-day prior to the class. Due to many people waiting until the last minute to get registered, and trying to assist others to get onto Zoom, the day of the meeting gets EXTREMELY busy for me and I’m not always able to get right back to you. It would be disappointing if you missed the class because you waited too long to sign-up for the class. In other words, DO NOT WAIT UNTIL THE LAST MINUTE. NON-REFUNDABLE FEE.

PLEASE UNDERSTAND THAT THIS MONTH'S PANELS WILL BE LAST MINUTE AND THIS DOES NOT APPLY.

If you pay for the Victim Impact Panel, and you do NOT attend the program, your fee will NOT be returned, and you will need to pay again for the next available class.
