Randolph Community Partnership, Inc.

Randolph Community Partnership, Inc. Randolph Community Partnership, Inc. (RCP) is a local nonprofit that aims to provide educational opportunities on the South Shore.

We focus on adult education (ESOL, high school equivalency, and workforce preparation). In the beginning, RCP consisted of a small group of Randolph residents, businessmen, and local officials who came together to take action on the increasing demands from the community for an English program. In 1998, the Chinese American Neighborhood Development Organization (CAN-DO) and the Partnership received

a grant from the Massachusetts Department of Elementary and Secondary Education to run a basic ESOL program. RCP has been providing ESOL classes since. Through additional grants, the ESOL program expanded to include a health component in the curriculum, citizenship classes, and computer classes for students. In 2002, the organization incorporated as a 501(c)3 and officially became the Randolph Community Partnership, Inc. In the spring of 2005, RCP received a grant from the Massachusetts Department of Elementary and Secondary Education. With this funding we were able to expand, offering 3 levels of English; beginner, intermediate, and advanced. We also offered citizenship and basic computer skills classes for our enrolled ESOL students. With continued funding from the Massachusetts Department of Elementary and Secondary Education, we continue to offer ESOL classes as well as high school equivalency classes.

🚨 Adult education funding is on the line.

On June 5, Congress will begin making decisions about Fiscal Year 2027 funding for adult education.

The programs that help adults earn diplomas, learn English, gain job skills, support their families, and build better futures depend on these investments.

If adult education has ever changed a life you know, now is the time to speak up.

COABE's 3-clicks advocacy tool makes it easy to contact your Members of Congress in less than a minute and urge them to protect and increase adult education funding.

Every message matters. Every voice counts.

Take action today and help ensure adult learners are not left behind.

📣 Big news for adult education and it’s all in the February Public Policy Pulse. *𝘭𝑖𝘯𝑘 𝑖𝘯 𝘤𝑜𝘮𝑚𝘦𝑛𝘵𝑠

If you’ve been wondering what’s happening in Washington and what it means for adult learners and programs, this is your update.

This month we’re celebrating a major win:

✅ Adult education funding for FY 2026 has officially been passed by Congress and signed into law — extending support through June 30, 2027 and helping ensure more stable, predictable funding for programs nationwide.

And this victory didn’t happen by accident.

In 2025 alone, our field generated more than 50,000 connections to federal legislators. Emails. Calls. Meetings. Messages. That collective voice made a difference.

Inside this month’s edition you’ll also find:
• A powerful message from our CEO
• Updates from Washington, including AI literacy and WIOA integration news
• COABE’s next advocacy asks
• State Capitol Days and advocacy efforts happening across the country
• Member highlights and upcoming events

Advocacy works. And this edition proves it.

Take a few minutes to read, celebrate this progress, and stay engaged as we prepare for what’s next.
