Today we filed an appeal on behalf of Amanda Wallace, a Durham activist protesting family separation who was silenced with a no-contact order issued under the North Carolina Workplace Violence Prevention Act (WVPA).

This appeal was filed with the Movement for Family Power and the ACLU of North Carolina. The appeal argues that the no-contact order violates the First Amendment in two ways.

First, by restricting Ms. Wallace’s freedom of movement and speech in response to protected criticism of a public official. And second, by imposing unconstitutional restrictions on her political advocacy, including restrictions on the words she can use. It also argues that the WVPA cannot be leveraged to punish non-violent protest.

The appeal asks the North Carolina Court of Appeals to vacate the no-contact order, affirm that Ms. Wallace's advocacy is protected by the First Amendment, and affirm that the WVPA cannot be used to suppress protected political speech.

All North Carolinians have a right to privacy without billion-dollar technology companies turning our movements into products for profit. And yet, automatic license plate reader (ALPR) cameras are rapidly expanding across our state, allowing law enforcement to track people's movements in real time without a warrant, probable cause, or even reasonable suspicion of wrongdoing.

This kind of mass surveillance puts our civil rights and civil liberties at risk.

But communities are fighting back and winning. After residents raised serious privacy concerns, Pittsboro and Hillsborough ended their ALPR contracts. Across North Carolina, more community members are organizing to push back against these invasive surveillance systems and demand stronger privacy protections.

During the town hall, we’ll cover:

- How ALPR technology works and what data it collects;
- The threats ALPRs pose to our privacy and civil liberties;
- How to use ACLU resources to organize against ALPRs in your community.

Whether you're already organizing against ALPRs or just getting started, this town hall is for you. We all have a role to play in protecting privacy rights and advocating against mass surveillance in North Carolina.
