With gasoline prices ticking $7 a gallon for regular unleaded on Moloka`i, Maui Economic Opportunity’s Rural Shuttle Service – which operates without cost to riders – could be an option for residents looking to save on their transportation costs.

“Fuel cost spikes due to local, national and international catastrophes and events hit home particularly hard in Hawai`i’s rural communities like Moloka`i,” said MEO CEO Debbie Cabebe. “We want to let Moloka`i residents, who are paying some of the highest gasoline prices in the nation, know that MEO’s Rural Shuttle Service is available and an option for households trying to make ends meet in these difficult times.”

The shuttles operate Monday to Friday (excluding holidays) on a schedule with limited service on Saturdays. No reservations are required.

The round trips begin in Kaunakakai near the Mitchell Pau`ole Center to points East ending at Puko`o Fire Station (7 round trips with 5 stops in-between each day), West to Maunaloa Post Office and School (6 round trips with 3 stops in-between), and Central (6 round trips with 4 stops in-between) to Kalae Lookout through Hoolehua.

Residents will be able to get to the Moloka`i Airport, Kawela Plantation, Kilohana Elementary School, Kulana Oiwi, Kalua Koi Villas, Hoolehua and Kualapu`u Post Offices, Misaki’s grocery store and other destinations.

Riders are advised to be at marked bus stops at least 10 minutes before departure.

Maui Economic Opportunity continues to seek Human Services Passenger Assistance Technician (PAT) bus drivers.

Good driving is a prerequisite, but the person behind the wheel means so much more to riders, who include kupuna and persons with disabilities. They help riders get to life-sustaining medical appointments, such as kidney dialysis; provide independence to persons with disabilities; take people to work or shopping for food and other essentials.

They may be the first and last human interaction in someone’s day.

“MEO PAT bus drivers are not just transporting passengers; they are part of a support system that many of our riders rely on daily,” said MEO Transportation Director Patty Copperfield. “It requires patience, compassion, and a strong sense of responsibility, as well as the ability to navigate both the physical demands of the job and meaningful human interaction.

“It’s a role rooted in care, responsibility and trust.”

Through its Human Services contract with Maui County, MEO provides rides without charge to qualified Maui County residents heading to work, shopping, health appointments, and events. Transports are done by appointment, beginning from the rider’s residence.

MEO currently is recruiting 4 PAT drivers. The position requires a type B Commercial Driver’s License (CDL) with school bus and passenger endorsements. If someone is looking to get their CDL to become a Human Services PAT driver, MEO pays $25 an hour during training with a two-year employment commitment.

Upon obtaining a CDL, the wage is $28.03 an hour and includes a full benefits package.

Having a full staff of drivers is essential for ensuring timely transportation for clients. For the right person, who enjoys helping people and the community, becoming an MEO Human Services driver could be the perfect job.

Maui Economic Opportunity’s Hana to Central Maui bus runs have resumed following cleanup and repairs of Hana Highway from the Kona storms.

The East to Central Maui connection was suspended March 13 following damage and flooding from the initial Kona storm. In-town Hana service was restored March 18.

MEO’s Human Services runs resumed Tuesday, March 24. Buses leave Hana at 6 a.m. for Kahului and Wailuku destinations and return at 1 p.m. Monday to Friday.

The MEO Hana Branch office phone service has been restored. The number is (808) 248-8282.

MEO operates the Human Services transport through a Maui County grant. The service provides rides to kupuna, persons with disabilities, low income residents, youths and others for shopping, health appointments, employment and other events at no cost to riders. MEO also runs buses in Maui County rural communities of East Maui, Moloka`i, and Lana`i.

Maui Economic Opportunity Human Services transportation will limit its operations to dialysis and essential medical appointments for Moloka`i, Lāna`i, and Central, West, South, and Upcountry Maui beginning Saturday, March 21.

Service for East Maui continues to be limited to in-town rides only.

Road conditions and accessibility will be monitored, and the public will be notified as operations change.

The ADA Paratransit will continue to operate in accordance with the Maui Bus Schedule based on site accessibility.

In addition, MEO buses will provide emergency transport as needed in coordination with the Maui County Department of Transportation and Maui Emergency Management Agency.

“We encourage everyone to plan ahead and secure a safe place to weather the storm. Safety is the number one priority,” said MEO CEO Debbie Cabebe. “We must ensure passage is safe before resuming full operations.”

MEO buses in Hana will run again when the town reopens and the roads are deemed safe.
Impacts from the Kona storm shut down MEO’s Human Services and Maui Bus paratransit services on Saturday, March 14, and MEO buses were not running today.
MEO buses did provide emergency transport today in coordination with the Maui County Department of Transportation and Maui Emergency Management Agency.
“Rider and driver safety are the priority,” said MEO CEO Debbie Cabebe. “We must ensure passage is staff before resuming full operations.”

Maui Economic Opportunity will be suspending transportation services today, March 14, due to hazardous road conditions caused by the strong Kona storm overnight.

The decision to halt The Maui Bus paratransit and Human Service operations on Maui (including East Maui), Moloka`i and Lāna`i was made in consultation with the Maui County Department of Transportation.

MEO will advise the public when service is restored.

MEO apologizes for any inconvenience to riders.

Dellfinn Castroverde, who for more than three decades has driven kupuna, persons with disabilities, youth and other Maui residents to their appointments and events, was named Maui Economic Opportunity Driver of the Year.

Castroverde, MEO’s longest tenured driver on Maui, was honored for her work in 2025 at MEO’s staff awards on Feb. 26 in the nonprofit’s Wailuku classrooms. Carol Davis of Atlas Insurance, MEO’s insurance agent, presented the plaque and cash award to Castroverde.

“This individual’s dedication is evident not only in the length of her service but in the consistency, care and professionalism she brings to every shift,” said Davis. “Day after day, she shows up with a steady presence and a deep understanding of what riders need to feel safe, respected and supported.”

She joined MEO in April 1994, almost 32 years ago, and approaches the job with “patience and humility, earning the trust of riders and respect of colleagues,” Davis said. With an even-keeled personality, she leads by example and sets the standard for MEO drivers.

“Her impact can be felt across generations of riders and staff, making her a quiet but powerful force within MEO’s transportation program,” Davis said.

Castroverde was recommended by MEO Transportation management with MEO’s senior executive team giving the final approval. The Driver of the Year awardee is based on the individual’s safety record, performance evaluation and attendance and intangibles, such as showing compassion to riders, supporting fellow drivers and living MEO’s motto: Helping People. Changing Lives.

In addition, Cash for No Crash certificates and cash awards were presented to MEO drivers with a consecutive annual clean safety record. The program is sponsored by Atlas Insurance.

MEO operates the Maui Bus paratransit and Maui County Human Services transport, which provides low income, rural, disabled, kupuna, youth and others with rides at no cost to health appointments, shopping and other events. Maui Economic Opportunity will be closing its Wailuku, Hana, Kaunakakai, Moloka`i, and Lāna`i City offices and Head Start preschools Friday, March 13, due to the fierce wind and rain forecast from the powerful Kona storm.

Maui Bus paratransit service, operated by MEO, and Human Services transportation will continue operating and will provide essential and emergency evacuation services as needed.

For the safety of clients and staff, riders are strongly encouraged to stay home unless travel is necessary for their health or safety and to cancel any scheduled rides that will not be taken.

MEO offices countywide will close promptly at 4:30 p.m. today, March 12, to allow staff to get home safely and be off the roads during a calm in the Kona storm.
