We’re continuing our spotlights on this year’s APA RI award-winning plans and people. Today, we celebrate the implementation of the Woonasquatucket River Greenway in Providence, which includes two neighborhood parks that were former brownfield sites, miles of bike paths, river access, and many other improvements. Congratulations to the Woonasquatucket River Watershed Council and the Providence Planning Department on this amazing achievement!

We're continuing to spotlight the winners of the 2026 APA-RI Awards. This week, we salute Annette Bourne, the winner of the Dan Varin Leadership Award.

In addition to her impactful leadership at HousingWorks RI where she oversees the annual "Housing Factbook", her work at RIHousing included the formulation of the Low and Moderate Income Housing (LMI) chart, an essential planning and compliance tool used by municipalities across the state.

Annette also started the Health Equity Zone (HEZ) in the City of Cranston, where she lives. She played a pivotal role in the creation of the Cranston Housing Commission, which she served on for several years, including a term as Chair.

Annette understands that meaningful change is built through relationships, shared responsibility, and a willingness to listen. She is deeply committed to public service and the firm belief that effective policy must be informed by both rigorous data and lived experience. Annette demonstrates a rare combination of analytical
rigor, collaborative leadership, and deep respect for community voices.

Congratulations, Annette!

When Detroit’s enterprise GIS team first launched Detroit Street View (DSV) in 2017, they had no idea the mobile mapping program would help with the city’s U.S. Census challenges — or inspire a Massachusetts police chief to take up a similar project.
