Hi All,

We've received the SNA Spring newsletters from the printer. Hot off the presses, as they say!

In addition to our regular group of intrepid deliverers, we still have five delivery routes needing coverage. These include routes around:

* 11th, 12th, and Top Street

* Brenton Ave, Boylston, Ave, and Montague St

* Elmgrove Ave from Blackstone Blvd south to Rochambeau & Intervale Rd.

* 8th St to 11th St, Highland to North Main

* Hope St from 5th to 9th

Each route shouldn't take more than 90 minutes, at the most, and is a great reason to take a walk in the neighborhood.

If you are able to help us with any of these routes, please let me know ASAP.

This is a wonderful way to do community building work, and it would really help us out!

Good morning!

I am reaching out on behalf of the Department of Sustainability to let you know that new trash and recycling carts will be delivered to parts of your neighborhood over the next two to three weeks, beginning on Monday, 3/16! I’ve attached a delivery map with the areas that carts will be arriving highlighted. It will take two to three weeks to complete deliveries in these areas, then we’ll move onto the next set of delivery routes. Please share the map widely with your constituents. We’ll also share with City Councilors and on our social media accounts each Friday. Each week, we’ll send you an updated map if parts of your ward are within the delivery areas.

We’d really appreciate if you could share this key messaging alongside the map:

Delivery Period: March-June 2026
Learn when it’s your turn at: www.providenceri.gov/carts
New & Old Carts will be swapped on one of your normal trash collection days.
When it’s your turn, place ALL of your carts out, even if they’re empty, and leave them there until at least 6 p.m.
Swap won’t be simultaneous. Removal could happen in the morning and delivery in the afternoon, or vice versa.
If you didn’t get your new carts, the right number of carts, and/or your old carts weren’t removed, please fill out a missed delivery form or call 3-1-1 and the City will work to resolve your issue within 48 hours.

Please let us know at any time if you have specific questions or concerns that we can help address, I’ve copied several colleagues here that can answer more specific questions.

Citywide Parking Ban to be Lifted at 5:00PM on Saturday, February 28

City of Providence Partners with Groundwork RI to Coordinate Volunteer Snow Removal Efforts for Aging, Disabled and Medically Limited Neighbors

Providence, RI — Mayor Brett P. Smiley announced today that the citywide parking ban will be lifted on Saturday, February 28 at 5:00PM. As a reminder, per city ordinance, property owners are responsible for shoveling their sidewalks to make pedestrian traffic safer and easier for residents throughout the city. Designated and posted areas that are scheduled for heavy snow removal equipment and ongoing operations will not be open for parking. Those areas will be clearly marked by no-posting signs.

“We have made significant progress to reopen Providence after what has been a challenging week for our neighbors and businesses,” said Mayor Brett Smiley. “Our city teams have been operating 24/7 to remove snow from our neighborhoods and major corridors to ensure that our community is ready to welcome visitors from across the region to support our small businesses who have been deeply impacted by this stop.”

Additionally, the City announced a snow removal volunteer matching program, the Providence Snow Corps, for Providence neighbors physically unable to shovel their private property. In the wake of the most severe blizzard in Providence’s history, this program is aimed at providing effective relief for aging, disabled and medically limited neighbors who are unable to shovel their steps, walkways and private paths to safely reach the street.

“I am proud to have secured specialized vendors to dramatically speed recovery efforts in every neighborhood, but I know that many of our neighbors need additional supports to clear their properties so they can safely access their streets,” said Mayor Brett Smiley. “Throughout this emergency our community has stepped up to lend a hand to those in need, demonstrating the spirit of Providence that makes our city so special. To make these critical volunteer efforts more sustainable and to ensure they reach every neighbor in need, the City has created the Providence Snow Corps to match volunteers to residents to give our neighbors the support they need during this crisis.”

If you or someone you know is unable to safely leave your home and need assistance shoveling snow on private property, please fill out this form: Request for Assistance Form which is available in English and Spanish Assistance depends on volunteer and partner availability and cannot be guaranteed. As a reminder, if you are experiencing a medical emergency or cannot safely remain in your home, call 911.

For individuals or organizations looking to join the Providence Snow Corps and volunteer to support neighbors with shoveling, please fill out this form: Volunteer Form in English or Spanish. The City of Providence, through its partnership with Groundwork RI, will match volunteers with a resident requesting assistance. Volunteers will be asked to contact the resident directly to coordinate. Please do not volunteer if you are under 18 or if you have a medical condition that makes snow shoveling unsafe.

Volunteers are expected to:

· Clear a safe walking path (about 3 feet wide where possible)

· Clear steps and a safe exit

· Communicate directly with the resident

Volunteers should NOT:

· Enter homes

· Transport residents

· Perform roof work

· Fully clear large driveways

· Perform work they feel is unsafe

In addition to volunteers throughout the city, partners like Amos House’s “A Hand Up” program have also stepped forward to support efforts.

The Department of Public Works will continue to clear public roads that have been impacted by this week’s historic blizzard in the days ahead. PVD311 will be open extended hours, Saturday, February 28, from 9:00AM-12:00PM. As always, in case of an emergency, dial 911. Good morning--

I'm writing with additional updates on snow operations.

To assist residents who may have additional trash due to delayed collection, overflow trash bags are available:

One bag per household at no cost
Available at DPW, 75 Chapman Street | 8:30 AM – 4:30 PM
Please note: City Hall remains closed at this time. Residents should use the Chapman Street location only.

The citywide parking ban remains in effect. Keeping vehicles off the street is essential as crews continue widening operations and hauling snow.

Additionally, PPSD is making grab and go meals available at the attached locations this morning.

Frequently Asked Questions

Why are plows burying driveways?

During the street-widening phase, snow is pushed from the center of the roadway toward the curb. Because driveways meet the curb line, snow naturally collects there during subsequent passes. This is an unavoidable part of post-blizzard operations. Residents can help minimize the impact by clearing a small space on the left side of their driveway (when facing the street) to allow snow to be directed there during the next pass.

If the storm is over, why isn’t my street plowed curb to curb?

Snow removal occurs in phases:

• Phase 1: Opening and maintaining main roads and emergency routes

• Phase 2: Widening residential streets and completing full clearing

After a storm of this magnitude, streets require multiple passes and several days of coordinated work. Streets are not being skipped; operations are systematic and ongoing.

Why is my street still narrow or reduced to one lane?

In many areas, crews first open a single travel lane to ensure access citywide and then return to widen streets. Parked vehicles, narrow layouts, compacted snow, and high snowbanks can slow progress. Crews will be back to continue clean up.

What to Expect

Recovery following a blizzard of this scale takes several days beyond when snowfall ends. Crews continue working day and night to widen streets, salt roadways, break up ice, haul snow, and clear intersections until conditions are safe and fully restored.
