Hilltop Initiative Neighborhood Association The Hilltop Initiative NA is a neighborhood association, created to organize the residents of the Hilltop neighborhood in Portsmouth, Ohio.

Our goal is to improve in the areas of neighborhood safety, beautification, recreation, and communication.
