UPDATE: We did it! The hearing for this bill was cancelled and SB 1514 is NOT moving forward. Your quick action and powerful testimony affirmed that dignity, equity, and real solutions must remain at the center of Oregon's response to homelessness.
Friends, we need your testimony to oppose this harmful bill by 2/18/2026. SB 1514 would repeal Oregon’s current “objective reasonableness” standard that governs how cities and counties regulate public space where people are experiencing homelessness. Removing this safeguard would make it easier to enact sweeping restrictions on homeless camping without guaranteeing safe shelter or housing alternatives.

This bill moves us further away from dignity, equity, and real solutions. This enforcement-first approach does not create housing. It creates instability and deepens racial inequities.

Submitting testimony is simple (and you can borrow freely from our testimony template https://docs.google.com/document/d/1hFi1m6Fs14dMJtJ7CeoAr2TrMtnE9qlI6cR3Zanm3dw/edit?usp=sharing):
1. Go to: Oregon Legislative Testimony Submission Page https://olis.oregonlegislature.gov/liz/2026R1/Testimony/SCGG/SB/1514/0000-00-00-00-00?area=Measures
2. Select SB 1514
3. Upload written testimony or submit directly through the form
4. Indicate you are in opposition

The committee needs to hear from real people. If it helps you can:
Share how this bill would impact your community or the people you serve. Name the racial and economic inequities embedded in enforcement-first policies. And, emphasize the need for housing-first, prevention-based solutions like eviction prevention, rental assistance, behavioral health services, and more.

Back in October, Mayor Wilson said, “we can't arrest our way out of homelessness, nor should we. I've asked our police to issue citations for lawbreaking behavior and actions that harm our community. No one will be arrested simply for camping, nor should they."

Sisters did a deep dive on the impacts of five weeks worth of enforcement between November and December, sorting through numerous blog posts and broken links to find how enforcing the camping ban has created an atmosphere of “move now, decide now, and comply now” with already burdened service providers absorbing the fallout.

The move to end sweeps that simply displace individuals is a critical step towards ending homelessness. However, Mayor Keith Wilson’s proposal offers both promising and challenging elements.

With the goal of expanding shelter beds, it’s essential that we also develop a long-term strategy of supportive housing, mental health care, and addiction treatment. Simply increasing shelter capacity, especially with temporary 90-day stay limits, could risk creating a cycle where individuals are stuck in temporary solutions. Not to mention, the types of shelters he’s proposing does not meet the varying needs of everyone who’s unhoused.

The proposed funding commitment of over $52 million must also prioritize equitable and sustainable solutions that empower people to rebuild their lives rather than just manage their survival.

While we commend Mayor Wilson’s focus on reducing the disruptive impact of camp sweeps, we can’t overlook the fact that the shelter system alone is not enough.

The commitment to working with various stakeholders like the is a good start. However, there’s also a real need for more investment in long-term supportive housing programs that offer the stability needed to break the cycle of homelessness once and for all. It’s crucial that this approach doesn’t become a band-aid but a true, comprehensive strategy for long-term solutions.

Keith Wilson is the CEO and president of Titan Freight Systems and the founder of the nonprofit called Shelter Portland.
