In partnership with and , the Regional Arts & Culture Council (RACC) invites artists/artist teams who are currently living in Oregon or Washington and producing work in visual, literary, media, social practice and/or interdisciplinary mediums to submit qualifications for up to a one year artist-in-residence opportunity at the newly constructed Harrison Community Village in Southeast Portland. 

One artist/artist team will be selected to work with and among village residents and staff to create work in any medium that engages and/or is a result of collaborating with the community. A combination of temporary, itinerant, time-based and permanent artistic manifestations are welcomed, encouraged and to be determined through the course of the residency. Located on the southeast corner of SE Mill St and SE 82nd Ave, the new village is nestled between the Tabor, Montavilla and Mill Park neighborhoods in Portland, OR. 

The budget available for the project comes from Multnomah County’s Percent for Art Program and is an all inclusive budget of $15,000-$25,000. Submissions are due by Wednesday, June 24, 2026 at 11:59pm PDT.

RACC is looking to fill two positions!

The Director of Finance and Administration is a hands-on leader to be responsible for the day-to-day financial and administrative operations of the organization. This position oversees all monthly accounting functions, payroll and benefits administration, vendor management, and operational processes while helping to strengthen internal systems and organizational effectiveness.
The ideal candidate is both strategic and highly detail-oriented — someone who can lead processes, improve systems, and partner with leadership, while also rolling up their sleeves to complete day-to-day work accurately and efficiently.
The salary range for this role is $105,000-$115,000

The Executive Assistant is a highly organized and proactive team member who supports the organization’s daily administrative and operational functions. This role combines traditional executive administrative support responsibilities with operational coordination and systems management to help ensure the organization runs smoothly and efficiently.
The ideal candidate is detail-oriented, resourceful, and service-minded, with strong communication and organizational skills. This position requires someone who can manage multiple priorities, anticipate needs, improve processes, and provide dependable support across teams.
The salary range for this role is $57,000-$65,000

The new East County Library is officially open!

Over the weekend of May 16th, the community gathered to celebrate the grand opening of the new 95,000-square-foot library in Gresham with a ribbon cutting, an artist panel, and several activities to engage in.

As part of the Multnomah County Library Capital Building Projects, RACC was coordinated a dynamic public art program that brought together a remarkable group of artists to create site-specific works throughout the library and grounds.

Featuring artwork by Paula Champagne , Ka’ila Farrell-Smith, Michaela Goade , CR&SH Studio Art (Crystal Schenk and Shelby Davis), and Mike Suri & Terresa White , the new East County Library reflects the creativity, diversity, and stories of the East County community.

RACC recently piloted a sponsorship program with to distribute a total of $40,000 amongst 25 nonprofit arts organizations. The funds will support publicly accessible artistic programming and cultural events throughout summer 2026. Many of the projects include additional participatory community engagement activities, and the sponsorships will positively impact the recipients’ efforts to offer lively and meaningful encounters with the arts.

The sponsorees run the gamut of artistic disciplines and geographical areas of Washington County. Sponsored projects include local symphony orchestras presenting free summer concerts to theater companies uplifting youth through performance and storytelling workshops to open-air festivals bringing people together to experience Washington County’s vibrant cultural communities.

With this program RACC is honored to continue our long history of investing in the collective creative power of our region, and we encourage folks from all around the area to participate in Washington County’s exciting summer arts calendar. The grand opening for East County Library, located at 475 NW Division St. in Gresham, will take place this weekend, Saturday, 5/16 through Sunday, 5/17!

The celebration will begin with a ribbon-cutting ceremony from 9–10 am on Saturday, followed by a full weekend of activities and events for the community.

As part of the festivities, some of the artists whose large-scale works are installed throughout the new library will speak about their projects on Saturday, 5/16, from 12:30–2 pm. On Sunday, 5/17, artist Paula Champagne will lead a community art activity from 1:30–3 pm.

Please join us on May 16th and 17th as Multnomah County Library inaugurates its new East County Library, a 95,000-square-foot "dynamic destination" that redefines the role of a contemporary library.

As a years-long partner for the Library Capital Bond projects, RACC administered and coordinated a public art program for the project, supporting the commissioning and installation of a significant collection of permanent artworks throughout the building and site.

Come witness incredible artworks by Paula Champagne , Ka'ila Farrell-Smith, Michaela Goade , Crystal Schenk and Shelby Davis of CR&SH Studio Art, and Mike Suri and Terresa White . Please stay tuned for a couple of programming announcements specific to these installations!
