By showing up and moving forward together, we’re helping uplift survivors, promote healing, and stand for lasting change. Every step matters in building a future free from sexual violence. ❄️WinterFest Announcement❄️

Portland Nordic has made the difficult decision not to hold WinterFest as planned.

While we were looking forward to celebrating the work at Payson Park, we believe it is not appropriate to host a community celebration at a time when many members of our community are afraid to leave their homes.

Our snowmaking project is part of a wider movement to promote accessibility and inclusion, and we do not feel it is right to divert volunteer and partner resources away from the urgent work of supporting safety, dignity, and human rights in Portland.

We will still host a brief open house at Payson Park from 9:00–10:00 a.m. on January 31 for those who would like to learn more about the Payson Park Project. During that time, we will also hold a canned food drive, with donations going directly to community members sheltering in place.

We will continue grooming operations at Payson Park and supporting Portland Parks and Rec at Riverside. We are grateful for your understanding, partnership, and continued support, and we look forward to gathering for a joyful and inclusive celebration when the time is right.

Dear Payson Park Neighbors,
We’re writing to let you know about a pilot snowmaking project planned for Payson Park this winter and to
share what you may notice while it’s underway. Portland Nordic has received permission from the City of
Portland to operate a limited snowmaking pilot program. The purpose is to better understand how snowmaking
works in an urban park setting and whether it can help support consistent winter recreation as Portland’s
snowfall has become less predictable.
During this pilot season, Portland Nordic plans to make a limited amount of snow to:
 Create a short Nordic ski loop
 Support the sledding hill during periods with little or no natural snow
This work will be carried out by a small team of volunteers and one coordinator. Snow will be made when
temperatures and volunteers are available. Grooming will happen during daytime hours, similar to other park
maintenance activities.
Timing and What You May Notice
 Snowmaking will take place when temperatures match volunteer schedules. This means we may make
snow overnight.
 We will operate the equipment during a weather-dependent window for a six-week pilot.
 Operations will occur only when temperatures are cold enough to make snow efficiently.
 We are using modern snowmaking equipment designed to minimize noise. At typical operating
distances, sound levels are about 65 decibels at 150 feet, comparable to normal conversation or
background city noise.
 There may be a temporary, modest increase in vehicle activity during the pilot.
All activity is limited to what’s needed for this pilot and will vary based on weather conditions.

FAQ: Payson Park Snowmaking Project

How long will snowmaking last?
The Snowmaking Pilot will primarily occur over the next six weeks until the end of January. Depending on how
this initial phase goes we may extend into early February.
What hours will snowmaking take place?
Snowmaking will happen overnight or whenever daytime temperatures are cold enough. Colder temperatures
allow for faster, more efficient snow production. Volunteers' schedules will also be a big driver of the
schedule.
How loud is the snowmaking equipment?
We are using two HKD Snowmakers Halo V2 snow fans, which are among the quietest available.
 Typical operational sound is about 65 decibels at 150 feet, comparable to normal conversation or
background urban noise.
 The closest residences are about 100 yards away, and while some sound may be noticeable at times,
it should not be disruptive.
Will there be daytime noise?
Daytime activity will primarily involve snow grooming, similar to standard park maintenance operations.
Will traffic increase?
There may be a temporary increase in vehicle activity during the snowmaking pilot, primarily by volunteer
staff and equipment movement. This increase will be modest and short-term.
Is this permanent?
This winter is a pilot and learning season. Portland Nordic will evaluate operations, community use, and
neighborhood feedback to determine feasibility, compatibility, and desire for future winters.

The City Council will vote this coming Monday, October 20, 2025 whether or not to approve a 3 year contract for the Back Cove Festival. Your voice is needed.

The Portland City Council will hold a City Council Meeting in Council Chambers. The Honorable Mark Dion, Mayor, will preside. To submit written public comment on an agenda item, email [email protected] and [email protected] Submissions must be received by 12:00 pm the day before the Council meeting to guarantee their inclusion in the agenda packet. All submissions must include the commenter's name and legal address. To help ensure your comment is submitted for the correct item, please include the order number Order 76-25/26

Here is the full order: Order 76-25/26 Approving Amended and Restated Agreement with Portland Music Festival, LLC RE: Back Cove Music and Arts Festival at Payson Park - Sponsored by Housing & Economic Development Committee, Councilor Pious Ali, Chair The Housing and Economic Development Committee met on October 15, 2025 and voted 3-1 to recommend approval of this item to the City Council. If approved, this agreement would authorize Portland Music Festival LLC to produce the Back Cove Music and Arts Festival in Payson Park annually, for a three-year term (2026 - 2028). The entire proposed agreement can be found in the backup materials. If this agreement were to be approved, festival organizers would be required to seek a festival license, also subject to the approval of the City Council, which would include additional operational plans and details. Five affirmative votes are required for passage after public comment.
