Dear Payson Park Neighbors,
We’re writing to let you know about a pilot snowmaking project planned for Payson Park this winter and to
share what you may notice while it’s underway. Portland Nordic has received permission from the City of
Portland to operate a limited snowmaking pilot program. The purpose is to better understand how snowmaking
works in an urban park setting and whether it can help support consistent winter recreation as Portland’s
snowfall has become less predictable.
During this pilot season, Portland Nordic plans to make a limited amount of snow to:
Create a short Nordic ski loop
Support the sledding hill during periods with little or no natural snow
This work will be carried out by a small team of volunteers and one coordinator. Snow will be made when
temperatures and volunteers are available. Grooming will happen during daytime hours, similar to other park
maintenance activities.
Timing and What You May Notice
Snowmaking will take place when temperatures match volunteer schedules. This means we may make
snow overnight.
We will operate the equipment during a weather-dependent window for a six-week pilot.
Operations will occur only when temperatures are cold enough to make snow efficiently.
We are using modern snowmaking equipment designed to minimize noise. At typical operating
distances, sound levels are about 65 decibels at 150 feet, comparable to normal conversation or
background city noise.
There may be a temporary, modest increase in vehicle activity during the pilot.
All activity is limited to what’s needed for this pilot and will vary based on weather conditions.

FAQ: Payson Park Snowmaking Project
How long will snowmaking last?
The Snowmaking Pilot will primarily occur over the next six weeks until the end of January. Depending on how
this initial phase goes we may extend into early February.
What hours will snowmaking take place?
Snowmaking will happen overnight or whenever daytime temperatures are cold enough. Colder temperatures
allow for faster, more efficient snow production. Volunteers' schedules will also be a big driver of the
schedule.
How loud is the snowmaking equipment?
We are using two HKD Snowmakers Halo V2 snow fans, which are among the quietest available.
Typical operational sound is about 65 decibels at 150 feet, comparable to normal conversation or
background urban noise.
The closest residences are about 100 yards away, and while some sound may be noticeable at times,
it should not be disruptive.
Will there be daytime noise?
Daytime activity will primarily involve snow grooming, similar to standard park maintenance operations.
Will traffic increase?
There may be a temporary increase in vehicle activity during the snowmaking pilot, primarily by volunteer
staff and equipment movement. This increase will be modest and short-term.
Is this permanent?
This winter is a pilot and learning season. Portland Nordic will evaluate operations, community use, and
neighborhood feedback to determine feasibility, compatibility, and desire for future winters.
