The Portland Committee for Human Rights in the Philippines (PCHRP) is an organizing committee of Filipino immigrant youth, students, professionals, workers, and allies working together in solidarity to advance the national democratic movement of the Philippines in the United States through education, leadership development, and political action. Filipinos have been resisting the occupation of thei

r country for hundreds of years. The most recent and organized resistance began nearly 40 years ago and emerged as the National Democratic movement. The government response to this resistance has cost Filipinos their lives and resulted in human rights violations: over 900 extrajudicial political killings, over 250 abduction, force disappearance, and acts of torture. Individuals working with student groups and other organizations, concerned about the human rights situation in the Philippines had been meeting regularly since 2003. Our members have a combined history of 40 years of activism around Philippine issues! This interest crystallized in September 2005, when PCHRP was formed upon the return of one of the individuals from the fact-finding International Solidarity Mission to Hacienda Luisita, Tarlac, Philippines where 14 sugarcane farm workers were killed during a violent disbursement by the Armed Forces of the Philippines. The Hacienda Luisita farm workers organized a strike in response to the failed attempts of labor negotiations between the unions and the sugar cane factory owners. In Portland, PCHRP serves as an outlet for local, national, and international action alerts, media updates, and general information related to human rights violations against Filipinos in the Philippines and U.S. PCHRP organizers lead political education discussions, films, guest speakers, panels, and vigils in response to bring attention to the worsening conditions of Filipinos in Portland, the U.S. Major Accomplishments

PCHRP has organized local events which include educational discussions, vigils, a letter writing campaign to U.S. Congress, email action alerts and press releases informing our members, allies and greater Portland community of the situation of Filipinos in the U.S. We have organized, coordinated, and sponsored a series of educational and political events with Portland State University and Portland Community College which include the Anniversary of Martial Law in the Philippines Panel presentation, guest lecture with Dr. Peter Chua on Mobilizing Filipino Immigrants, and the “Stop the Killings” hip hop show with Filipino Cultural Artists Kiwi and Geo of the People’s Power Tour to raise awareness of the human rights violations in the Philippines. Moreover, PCHRP members and allies are active in local rallies which include the annual Anti-War and May Day March. Our activism includes guest speaking and marching at the rally against Portland’s largest Immigration and Customs Enforcement raid, and the anti-Neo N**i protest. Lastly, we have been featured in local media including The Militant Newspaper, The Asian Reporter Newspaper, and the online magazine Colors of Influence.

On January 1st, 2026, the US-backed Armed Forces of the Philippines carried out a series of bombings in Abra de Ilog, Occidental Mindoro, killing 5, displacing hundreds, and resulting in the temporary disappearance and later detainment of Filipina-American community activist Chantal Anicoche.

US Senator from Oregon Jeff Merkley has issued statements of support for community organizers in the Philippine, but has often been hesitant to take substantive action. As US imperialism worsens its slaughter worldwide, we are calling on Merkley to condemn and demand investigations into not just the bombings but also the wave of terror-tagging (labelling, harassing, and attacking all activists critical of the government as “terrorists) by the Armed Forces of the Philippines and the National Task Force to End Local Communist Armed Conflict.

The Portland Committee for Human Rights in the Philippines stands with Tita Rebeca, Kuya Greggy, and all migrants in detention.

We demand an end to the medical abuse and violence carried out in detention facilities, and freedom for all migrants unjustly detained by ICE.

We also join Tita Rebecca, Kuya Greggy, and the Tanggol Migrante Movement in demanding that the Philippine Consulate and its officials be held accountable for their conscious inaction and abandonment.

This December, Portland Committee for Human Rights in the Philippines is celebrating its 20 year anniversary!
Throughout PCHRP’s history, we have consistently and tirelessly campaigned in solidarity with the Filipino people’s movement. We have mobilized in the streets against extrajudicial killings; we have visited with legislators to demand an end to US military aid to the Philippines; we have sent over 100 people to the Philippines on solidarity missions to integrate with workers, peasants, indigenous communities, and human rights defenders to see the situation firsthand and bring back the stories and lessons to share widely. We have listened to the stories of Filipino seafarers docked in the ports of Portland forced to leave their homes and families to work in dangerous conditions on the ships. And we have consistently stood alongside communities here in Portland fighting for a better future, linking movements in solidarity across the globe.

While we celebrate our 20 years and the work we have done, we recognize that the human rights situation in the Philippines, and around the world, grows worse. From devastating typhoons, to attacks on migrants locally, to the continued attacks on communities defending their rights, the need for people’s movements, for solidarity, and for a stronger fight for justice and liberation grows more vital.

PCHRP stands alongside and continues to fight for indigenous communities in the Philippines who are defending their right to land, ancestral domain, social services and self-determination. 

PCHRP continues its campaign of solidarity by sharing and exposing the human rights violations that are happening, the US role in maintaining and perpetuating this system, mobilizing people to the Philippines to see the conditions for themselves, and coordinate with Filipino-organizations and other allies to continue fighting for a just and lasting peace in the Philippines.
