TITLE: Assistant State Service Officer / Claims Consultant / Claims Consultant
DEFINITIONS
Assistant State Service Officer: A VFW Eligible Veteran and Member appointed and trained to advise and assist Veterans with VA Benefits issues.
Claims Consultant: Any person hired to advise and assist veterans who is not VFW eligible.
NATURE OF WORK:
The Assistant State Service Officer / Claims Consultant of the Department of Oregon will assist the VFW Department (State) Service Officer at the Portland VA Regional Office in implementing the VFW National Veterans Service Policy and Procedure and Department programs concerning veterans’ service. The Assistant State Service Officer / Claims Consultant will advise and assist veterans in the preparation, development, and submission, of claims and appeals. Review of the rating or appeal decisions; veteran claims folders and develop issues for use in the application / appellate process. Counsels veterans on government entitlements, and performs liaison with governmental agencies, and other duties as assigned by the State Service Officer.
TYPICAL DUTIES AND RESPONSIBILITIES:
Responds to inquiries from veterans and their families. Monitors the veteran’s claim through all phases of the claim or appeal process. Ensuring that all appropriate forms are accurate and submitted in a timely manner. To review decisions to determine appropriate courses of action. Researches and develops appeals through coordination, with outside agencies, and expert witness’s statements. Prepares statements on behalf of the veteran’s claim or appeal. Assists the veteran in obtaining medical opinions from health care professionals. Reviews and incorporates statutes, regulations, judicial decisions, and governmental directives to ensure that all the veterans’ interests are articulated in accordance with VFW national mandates and the National Veterans Service Policy and Procedure and current VA law. Maintains a liaison with the appropriate agencies concerning veterans’ entitlements and benefits. The Assistant State Service Officer / Claims Consultant will attend regular meetings of Department, District, and Post. Assist in the coordination, implementation, and maintenance of training programs for representatives within the Department.
KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:
Advanced human relations skills are required. This position requires knowledge of specific subjects to make the Assistant State Service Officer / Claims Consultant very authoritative in national veterans’ affairs programs. This may include public speaking on a particular subject. Thorough knowledge is required on conducting interviews and completing Veterans Affairs forms, with an understanding of Title 38 United States Code, Title 38 Code of Federal Regulations, federal court decisions, and government statutes, regulations, directives, and publications.
Position requires a minimum of a High School Diploma, or its equivalent. It is necessary to have good time management skills, advanced knowledge of office equipment and particularly computers to include software applications, case management techniques, and other electronic applications used in a fully automated office.
The position requires VFW accreditation with the Department of Veterans Affairs. In accordance with the National Veterans Service Policy and Procedure you must successful complete:
1. Background checks.
2. The Veterans Benefits Administration’s Training, Responsibility, Involvement and Preparation of claims (TRIP) test.
3. The Assistant State Service Officer / Claims Consultant will, from time to time, be required to take recertification tests to monitor their proficiency in the laws pertaining to veterans’ benefits.
SCOPE OF POSITION:
Primary responsibility includes determining the proper application of laws, regulations, and policies pertaining to veterans’ entitlements and using resources to solve issues in the best interest of the Claimant.
Position is under the direct supervision of the State Service Officer and may have supervisory responsibility in the absence of the State Service Officer.
WORKING CONDITIONS:
Position functions in a typical office environment. Domestic and local travel is required to participate in conferences and training programs, staff meetings, Department meetings and National Veterans Service training, as directed. May be required to work from remote locations including tele-work from home.
