Stop the Dump Update:

Despite opposition from county residents, multiple letters of opposition from county boards of education and townships, and the unanimous February 2, 2023 Warren County Solid Waste Advisory Council (SWAC) recommendation in opposition to The Dump, Vivaria Ecologics, LLC has recently (October 17, 2023) filed a petition to the New Jersey Department of Environmental Protection (NJDEP) for a rule making change regarding the enclosure of recycling structures of Class C recycling facilities (NJDEP| Rules and Regulations | Notices of Rule Petitions).

As you may recall, Vivaria Ecologics, LLC initially filed an appeal to the SWAC recommendation in March 2023, but never perfected that appeal to the Warren County Board of Commissioners, which was explained to be a required procedural next step.

As such, the New Jersey Land and Community Preservation Alliance (NJLCPA) has already contacted the NJDEP objecting to Vivaria Ecologics, LLC’s petition and informed the attorneys for Mansfield and Hackettstown as well as the County SWAC Planning Director accordingly.

As Vivaria Ecologics, LLC has decided to go around Mansfield Township and Warren County, the NJLCPA needs your help more than ever to ensure Warren County does not become the state’s dumping grounds. In an effort to further inform the public of what has occurred, anticipated next steps, and how you may be able to help, the NJLCPA will be hosting a virtual townhall in the upcoming weeks. Please be on the lookout for an upcoming announcement providing details (date, time, dial-in information, etc) for this townhall meeting.

UPDATE.....All of the SWAC members voted against including the dump in the Warren County Solid Food Waste Plan tonight. We still have a fight ahead of us as they will be able to appeal the commissioners and this decision. But it is a step in the right direction.

Let's do it again. . The new Warren County SWAC meeting date and location is below.

The last meeting was cancelled because #1 There weren't enough SWAC members present for a Quorum and #2 The number of residents who showed up as a community in opposition to Pio Costas dump in Mansfield exceeded the room maximum. They had to change the location to a bigger venue at The Warren County Technical School.

Our strength is in our numbers. Please spread the word to your friends and family who are not on social media. Pio Costa says they are being good neighbors by building the dump. Let's show them what being a good neighbor is about. We need you. Let's make this happen. SHOW UP AND SAY NO TO PIO COSTA'S DUMP!!!

Update on the Dump off Blau in Mansfield.

The meeting on 9/1 with the county SWAC went well, we think. However, that meeting was not intended for us to voice our concerns. It was intended for PioCosta to present their application to build the dump.

Our numbers at the meeting, which I feel were minimal (75 people maybe) is what got us a voice.

What we know is, this dump lives or dies at the county level. We (NJLCPA, Lead by our attorney) have the opportunity to present our case to the Warren County SWAC on 10/6. We are in and have been in the process of preparing for that meeting.

The SWAC will vote either for or against the dump and provide their recommendation to the county commissioners. If the commissioners feel that the dump is not good for the county then it's DOA. If they feel it is good for the county then it goes to the NJDEP (condensed explanation of how it works) If that happens, a yes from the commissioners, then chances are it will most likely be approved by the NJDEP.

We will be starting a more detailed campaign shortly to notify everyone about the 10/6 meeting at the county but I will start here.

There are many other concerns that will be presented but their application states at first, a minimum of 50+ dump trucks per day on our local road ways delivering food waste. Once the dump is at full capacity the numbers shoots to over 150 trucks. PER DAY. That is based on the dump operating on half the farm. If they expand the operation, which they most likely will, those numbers could double. This is not hyperbole.

I can't stress enough the absolute importance of the community attending this meeting. We also know that our strength is in our numbers. We have a strong argument to present on the 6th but what will make our argument absolute is the presence of the community. How many of us? Everyone. Clear your calendar, start spreading the word and if you are able, please show up.

We have reason to believe that NJDEP is for the dump. There is a SWAC meeting on Sept 1st at 7:30 (165 County Route 519 South, Belvidere NJ 07823) where the application will be discussed. It's on the agenda . It's under "New Business" by Vivaria Ecologics" regarding the dump being included in the Warren County Solid Waste Management Plan. Show up, make your voice heard.
