🛡️ PROTECTING STUDENTS BEGINS WITH RECOGNIZING THE SIGNS

GUARD Against Trafficking President Ali Hopper recently trained Sarasota County’s School Resource Officers on grooming, sextortion, and child exploitation.

Thank you to Chief Enos, Deputy Chief Konstantopoulos, and Sergeant Minx for investing in their officers and prioritizing our children, and to the officers for their willingness to keep learning for the students who depend on them.

Knowing what to look for and how to respond can help an officer recognize that a child needs help, even when that child is afraid to ask. Equipping the people entrusted with our children’s safety with practical knowledge to recognize and respond to exploitation helps protect our students and make our entire county safer.

🚨FUGITIVE ARRESTED IN MASSACHUSETTS CHILD-TRAFFICKING CASE

On October 8, 2026, the U.S. Marshals Massachusetts Fugitive Task Force and state and local law enforcement arrested Rigoberto Chavez-Regaldo, 40, on Nantucket in connection with the alleged trafficking of minors in Brockton and elsewhere in eastern Massachusetts.

He faces multiple charges in Plymouth County, including trafficking a person for sexual servitude, r**e of a child, and enticing a child under 16. Authorities reported that the arrest was made without incident.

The operation involved U.S. Marshals, Brockton Police, Massachusetts State Police, and Nantucket Police. The Marshals Service specifically credited the Massachusetts State Police Air Wing for assistance critical to the apprehension. Additional details are being withheld to protect the privacy of the children involved.

Protecting children requires action, coordination, and a commitment to accountability. GUARD recognizes the investigators and officers whose work brought this suspect into custody. The children affected deserve privacy, protection, and support.

*Criminal charges are allegations. The defendant is presumed innocent unless and until proven guilty in a court of law.

🛡️ WHAT YOU SEE MAY BE A SYMPTOM OF A NETWORK

A recent NBC News report describes allegations about Sean Combs’ life inside federal prison - inmates reportedly cooking, cleaning, doing laundry, holding property, moving money through outside accounts, and providing access to contraband.

While none of that proves trafficking, it should make correctional professionals ask:
What is the relationship behind what we are seeing?

That is what the Corrections Programs Initiative (CPI) means by calibrating the lens.

Don’t stop at the individual violation.

Ask:
- Who recruited whom?
- Who controls the money?
- Who owes a debt?
- Who provides protection or contraband?
- Who benefits?
- And who can walk away without consequences?

Combs was acquitted of federal sex-trafficking and racketeering charges, so this is not about relabeling his case.

It is about recognizing that what looks like an isolated rule violation may actually be one visible piece of a larger network of influence, dependency, or exploitation.

Corrections already has many of the policies, intelligence tools, and investigative processes needed to respond.

Sometimes we just need to go one level deeper.

🔎 ONE SIGN MAY NOT TELL THE WHOLE STORY

Human trafficking does not always announce itself with one obvious red flag.

It may be a comment that seems unusual. A change in behavior. Someone controlling another person’s movements or communication. An unexplained relationship. A financial transaction. A piece of information shared during a conversation.

Individually, they may not prove anything.

But when people are alert, ask the right questions, document what they observe, and connect information across different encounters, a much clearer picture can emerge.

That is why awareness matters.

Observe. Listen. Connect the signals.

Recognizing trafficking can begin with noticing what others overlook.
