With a plea for bipartisanship and a promise of painful budget cuts, Gov. Dannel P. Malloy welcomed the General Assembly back Wednesday.

For the first time in more than six years municipalities will have to figure out how to deal with a mid-year cut to education funding.

“I get blamed for tax increases. You know who should get blamed? My predecessors.” - Governor Malloy

In November, 1970, Gov. Dempsey left Gov.-elect Meskill a $244 million deficit.

As GE’s moving vans were rolling onto the Connecticut Shoreline, in November, 1974, Gov. Meskill handed a "$70 million debt" to Gov.-elect Grasso.

Soon after Gov. Grasso took office in January, 1975, a cursory investigation revealed several months of unpaid medical bills in the state’s welfare department, as well as other unaccounted expenses, which brought the actual projected deficit closer to Gov. Dempsey’s 1970 short-fall, to more than $200 million.

In 1991, the state's individual income tax was signed into law by Gov. Weicker; thus shortening to only nine the list of states without an income tax.
In January, 2011, Gov. Malloy inherited a record-setting ($3.67 billion) deficit and has battled red ink throughout much of his tenure.

In Connecticut, the upcoming combined two-year (2017 - 2018, 2018 - 2019) fiscal deficit reportedly exceeds $3.2 billion (almost 10 percent of the General Fund).

As state budget red ink piles up, Governor Malloy is not ruling out another tax hike. More budget cuts are in the future as well, and the Governor says it’s not his fault.

Two weeks ago, a data breach of JP Morgan Chase secured-information affected over 14,000 State of Connecticut debit-cards issued to taxpayers, social services beneficiaries, and Department of Children and Families care recipients.

This week, JP Morgan Chase, in an attempt to rectify the confidentiality-breach, actually made the situation worse for 4,000 Connecticut debit-card customers that are most in need and possibly children.

International banking giant JPMorgan Chase mailed flawed debit cards to 4,000 Connecticut tax refund and unemployment compensation customers who already were subject to a wider computer data breach involving the cards, a state official said.

In addition to Federally funded job-loss, Connecticut residents may loose access to child care, vaccines for diseases such as measles, mumps, rubella and hepatitis B., public health threats, including infectious diseases, natural disasters and biological, chemical, nuclear and radiological events, substance abuse mitigation, HIV tests, services for domestic violence victims and meals for seniors due to cuts, if nothing is done about it.

With across-the-board reductions in federal spending scheduled to begin Friday, the White House upped the ante with Republicans in Congress Sunday evening, releasing a state-by-state breakdown of the impact of the cuts.

Be on the look-out for this unbelievable payroll tax scam. In Illinois employers keep the employees' state income tax withholding money. And it's all totally legal! Springfield negotiated to keep corporations in the state and gave them hard-earned state income tax money to do so.

Right now, this is happening in Illinois, but if we don't make a fuss it could soon be everywhere.
