What is the Pocatello Comprehensive Plan 2040?

The Pocatello Comprehensive Plan 2040 is our community’s long-range vision for the future. Created with input from residents, businesses, community organizations, and local leaders, the plan serves as a roadmap to guide growth, development, and investment throughout the city.

The plan is organized around seven key vision elements that reflect the values and priorities of our community:

OUTDOOR ORIENTED – Enhancing parks, trails, recreation, and access to the outdoors.

ECONOMICALLY ROBUST – Supporting business growth, job creation, and a strong local economy.

ENVIRONMENTALLY RESILIENT – Promoting sustainability and responsible stewardship of natural resources.

CONNECTED, SAFE, & ACCESSIBLE – Improving transportation, mobility, and public safety for all users.

CIVIC COLLABORATION – Encouraging community engagement, partnerships, and effective governance.

AUTHENTIC & AFFORDABLE NEIGHBORHOODS – Supporting quality housing and preserving neighborhood character.

CREATIVE COMMUNITY – Celebrating arts, culture, history, and the unique identity of Pocatello.

Many of the projects and initiatives happening around the city today support one or more of these vision elements. When you see a Pocatello Project post, you may notice references to the Comprehensive Plan and the specific vision element that project helps advance.

Together, these vision elements help guide decisions that will shape Pocatello for generations to come.

PRESS RELEASE: City Seeks Public Input on City Creek Multi-Use Trails Master Plan

The City of Pocatello Outdoor Recreation Division is partnering with the International Mountain Bicycling Association (IMBA) to develop a multi-use Trails Master Plan for City Creek, a priority identified in the City’s 2025 Parks, Recreation, Trails, and Open Space Master Plan, also known as the PROST Plan. The project is partially funded through grant support.

The project focuses on creating a more sustainable and community-supported trail system within the nearly 3,000-acre recreation area. Many existing trails were created without formal planning, leading to erosion and environmental impacts in some areas.

IMBA has completed a field assessment and worked with City staff to develop a draft trail network proposal.

“City Creek is a valued community asset enjoyed year-round by hikers, bikers, runners, and outdoor enthusiasts,” said Cary Rhodes, Outdoor Recreation Manager for the City of Pocatello. “This master plan will help create a more sustainable trail system while preserving the area’s natural beauty for future generations.”

The public is encouraged to review the draft plan and complete an online survey by May 28, at 5 p.m. A community meeting will also be held June 1 at 6 p.m. in City Council Chambers, 911 N 7th Ave., to provide updates on the project and gather additional feedback from trail users and stakeholders.

NeighborWorks® Pocatello is proud to share that former Executive Director Mark Dahlquist has been honored with the Richard H. Stallings Lifetime Achievement Award at the National NeighborWorks Association Awards Dinner on April 23.

This award is one of the highest honors in the NeighborWorks network, recognizing a career defined by exceptional service, meaningful impact, and a deep commitment to strengthening communities. It is especially meaningful as it is named after Richard H. Stallings, a former U.S. Congressman and past leader of NeighborWorks Pocatello.

Mark served as Executive Director for 19 years, leading the organization through a period of tremendous growth and impact. During his tenure, NeighborWorks Pocatello expanded housing opportunities, strengthened neighborhood partnerships, and delivered programs that improved quality of life across southeast Idaho. His leadership, vision, and ability to bring people together left a lasting mark on our organization and community.

Today, Mark continues his service as Mayor of Pocatello, carrying forward his commitment to the people of this community.
