This past week, our Executive Director, Mark Masterson, participated as a panelist at the 5th Annual K. Leroy Irvis Conference, hosted by the Pennsylvania Legislative Black Caucus and joined by leaders across Pennsylvania for a conversation on access to capital, equity, and economic opportunity.
The conference is named in honor of K. Leroy Irvis, a groundbreaking leader who served as the first Black Speaker of any state legislature. During his tenure, he sponsored more than 875 bills spanning education, civil rights, healthcare, housing, mental health, and government reform, including landmark civil rights legislation and Act 176 of 1972, which established Lincoln University as a state-related institution. His legacy continues to shape how we think about expanding access and opportunity in Pennsylvania.
At Neighborhood Community Development Fund, we are a proud investor of small and diverse businesses across Allegheny County. In 2025, 77% of our lending supported BIPOC business owners. We believe that investing in BIPOC business owners and local communities creates a compounded impact. Each investment is more than capital—it supports business growth, strengthens neighborhood economies, and expands access to jobs and essential community resources.
Huge thanks to the Pennsylvania Legislative Black Caucus for hosting this important conversation. Proud to be part of the 5th Annual K. Leroy Irvis Conference and the ongoing work to expand access and opportunity across Pennsylvania!
