"Reporting requirements begin in April for about 300 to 400 firms with annual Scope 1, or direct, emissions of at least 100,000 metric tons.

Trading in the market is scheduled to begin next year following the allocation of emissions allowances.

The Green Transformation Emissions Trading System, also known as the GX-ETS, is seen as a key pillar in Japan’s plan to meet long-term climate targets, which include hitting net zero by 2050."

Pennsylvania Must Act to Limit Greenhouse Gases, Lawyers Argue

CITING THE STATE’S ENVIRONMENTAL RIGHTS AMENDMENT, A NEW PETITION CONTENDS THE GOVERNMENT HAS AN OBLIGATION TO FIGHT CLIMATE CHANGE.

ON THURSDAY, THE LAWYERS DEMANDED ACTION ON A PETITION THEY FIRST SUBMITTED IN 2018, ARGUING THAT THE STATE IS OBLIGATED UNDER ITS ENVIRONMENTAL RIGHTS AMENDMENT TO REDUCE GREENHOUSE GAS POLLUTION.

“We have lost seven years—time that could have been spent more fully developing a lower-cost and more reliable clean energy economy,” they wrote in a cover letter to Pennsylvania’s Environmental Quality Board, which adopts regulations for the Department of Environmental Protection. “This is unacceptable.”

Citing the state’s environmental rights amendment, a new petition contends the government has an obligation to fight climate change.
