🇺🇸 LEGISLATIVE UPDATE – DEPARTMENT OF CALIFORNIA DAV 🇺🇸

The Department of California Disabled American Veterans proudly supports SB 1034, authored by Senator McNerney and introduced on Wednesday, February 11, 2026. Thank you, Senator McNerney, for bringing forward legislation that recognizes the needs of our most severely disabled Veterans.

SB 1034 would ensure that Veterans who are rated 100% Service-Connected and Permanent & Total by the Department of Veterans Affairs can receive Disabled Veteran special license plates when they qualify for a mobility placard — regardless of whether the mobility condition itself is service connected. This is about fairness, access, and recognizing the total impact of service-connected disabilities.

California’s Veterans have earned these benefits, and the Department of California DAV will continue to advocate for policies that honor their sacrifice.

Department of California DAV Resolution 14:
Department of California DAV – Benefit Protection Team

Today, our Legislative Director J.R. Wilson met with Toan Tran Tri Delta Transit COO and Myeisha Williams, GM.of Tri-Delta Transit of the Eastern Contra Costa County Transit Authority to discuss Department of California DAV Resolution 14.

📘 Resolution 14 calls for improved, accessible, and reliable public transportation options for California’s disabled veterans, recognizing that transportation is a vital link to VA medical care, benefits services, employment, education, and community support programs.

The resolution emphasizes that no veteran should face barriers to essential services due to lack of transportation, and urges transit agencies statewide to partner with veteran service organizations to expand access, reduce costs, and enhance mobility for wartime disabled veterans.

We appreciate Tri-Delta Transit’s willingness to engage in dialogue and explore meaningful ways to support the transportation needs of our local veterans.

Together, we continue our commitment to ensuring California’s disabled veterans receive the access, respect, and support they have earned.

🇺🇸 SUPPORT PURPLE HEART HEROES — TAKE ACTION WITH DAV CAN! 🇺🇸

The DAV Benefit Protection Team is calling on all Veterans, families, and supporters to stand with our Purple Heart recipients.

S. 342 / H.R. 790 – The Purple Heart Veterans Education Act would finally allow post-9/11 Purple Heart recipients to transfer their unused Post-9/11 GI Bill benefits to their family members — without the six-year service requirement currently in law.

This bill honors the extraordinary sacrifice of our Purple Heart heroes by:

🎖️ Allowing educational benefits to be transferred to dependents
🎖️ Providing flexibility to modify or revoke transfers as family needs change
🎖️ Eliminating outdated service-time restrictions

Based on DAV Resolution 416, we fully support removing these barriers so Veterans can care for their families the way they’ve earned.

👉 We need YOUR voice.

Join the DAV Commander’s Action Network (CAN) today and send a message directly to your lawmakers urging them to support the Purple Heart Veterans Education Act. Your advocacy delivers real change for ill and injured Veterans, their families, survivors, and caregivers.
