Please take a few minutes this week to call or email our Wyoming Senators and ask them to VOTE NO on HB 127. This bill just passed the House and is heading to the Senate, and it poses a very real threat to the Pinedale Aquatic Center and the Marbleton–Big Piney Rec Center.
On paper, HB 127 sounds like it gives “local control” — but in reality, it would force counties to re-approve recreation funding every four years. That means the PAC and other community facilities could lose up to 75% of their budget overnight if a single election fails.
Without that funding, the PAC would have to raise membership and program prices by 400% or more just to stay open. That would put youth programs, senior fitness, and even basic facility access out of reach for most working families — and the ripple effects on our community would be huge.
The PAC isn’t just a gym — it’s where our kids learn to swim, our teams practice, and our community gathers year-round. Losing stable funding would destabilize all of that for Sublette County.
This bill isn’t smaller government — it’s less stable, more costly, and more bureaucratic.
Please speak up before it’s too late. Contact Senator Pearson and Senator Schuler today and ask them to vote NO on HB 127.

HB 127 threatens the progress we’ve worked so hard to achieve. Please take a moment today to text and email your legislators urging them to oppose HB 127. Every message counts and your action makes a difference.

⚠️STAY INFORMED
PAC is primarily funded by the SCSD #1 recreation mill. It makes up between 65-75% of our operating budget each year. PAC relies on this funding to make all of our programs and services possible.

What is a recreation mil?
Current Wyoming law allows school districts, counties, and cities to levy up to 1 mil on taxable property for public recreation. SCSD #1 levies the rec mil that supports PAC operations. For homeowners, the rec mil costs about $9.50 per $100,000 of home value; that’s $38 per year on a $400,000 home. In Sublette County, mineral taxes from energy companies contribute the majority of the total mill funding.

⚠️ Proposed legislation (HB0127) would remove the local school boards authority to levy this tax and require the continuation of the rec mill levy to go to public vote every FOUR years.

What would this mean for PAC?
Funding for operations would only be secured four years at a time. This uncertainty could impact operating, programming, and maintenance decisions. Major maintenance or repairs (like the recent leisure pool leak repair) could potentially be postponed or not completed in fear of those dollars being needed for basic operations in future years.

The bill has passed out of committee and has returned to the house for debate and consideration. Stay informed. Be engaged.

Hello Friends of PAC Donors & Supporters,

This is a call to action in support of long-term visioning for the Pinedale Aquatic Center.

Within the current WY House Legislators, HB127: Voter Approval for Recreation Mill Levy, is being considered. You can view the full text and status here: https://wyoleg.gov/Legislation/2026/HB0127

HB127 Summary:
Removes current school board authority to levy a recreation mill and requires the tax levy to be voted on every FOUR years. Existing rec mills, like what is currently levied by SCSD #1 and is PAC’s primary funding source, would expire at the end of 2028 and require public vote for continuation.

What this means for PAC:
If this bill becomes law, funding for PAC operations would only be secured four years at a time (PAC received 65-75% of its annual funding from this rec mill). This uncertainty could impact operating, programming, and maintenance decisions. Major maintenance or repairs (like the recent leisure pool leak repair) could potentially be postponed or not completed in fear of those dollars being needed for basic operations in future years. One failed vote could result in closing PAC as they do not have reserve funding or alternative revenue streams sufficient to sustain even a single year without recreation mill funding.
