Interesting situation in Chico. I like the potential of where this could land, however, as some else said, “I am beyond pleased by what Legal Services of Northern California accomplished with this settlement,” McLaughlin said. “These are common-sense solutions that service providers and advocates have long asked for. It’s a shame the city had to spend millions of dollars on a lawsuit instead of doing things right in the first place, but this is a major step towards compassionate, thoughtful and evidence-based solutions.”
Will the city follow through properly, screw it up, or figure out a way to weasel out.

We have seen a sharp increase in homeless numbers. As a rule, these people are not lazy, they did not "choose" this lifestyle. How do I know that outside of talking to them? Think about it. Really think about it. Would you choose to leave the safety and security of your home, give up everything you own, no car, no phone, and start sleeping on the sidewalk on cardboard? Would you give up all your friends and family? If your one of the lucky ones, you get to sleep in a tent with a flimsy piece of fabric between you and the elements of weather and the violence on the streets. Think about it. Really think about it, and don't ever again call them "crack heads" or "drunks" or "druggies" and judge them while you sit in your Lazy Boy sipping your third or fourth cocktail, beer, or glass of wine, or smoking that bowl, while you unwind from a hard days work. Not everyone does that, but many do. Homelessness is not a choice, it is not a crime, it is a vicious and cruel punishment.
