Legislative Update:

The Fraternal Order of Police met with the Governor’s Office on April 30th to discuss the proposed appropriation for DOC and DJC employees, including the continuation of the current 4% one-time stipend, as well as the possibility of future compensation increases for DPS employees.

The Governor’s Office expressed support for continuing the 4% one-time stipend for DOC employees and advised that this is something the Governor intends to fight for during budget negotiations. Staff acknowledged that discontinuing the stipend would effectively amount to a pay reduction for correctional employees.

During the meeting, the FOP discussed that President Petersen originally introduced legislation seeking a 5% increase. However, due to the increased number of Correctional Officers compared to last year and current budget limitations, the state could not sustain an increase at that level.

The FOP also raised concerns regarding the proposed insurance premium increases contained within the legislative budget. Staff from the Governor’s Office indicated they do not support the proposed premium increases and offered to provide information that may assist during meetings with legislators as budget discussions continue.

Additionally, the FOP discussed the possibility of pay increases for all DPS employees. Due to the tight budget outlook for this fiscal year and next, staff advised there will be no salary increases at this time. However, while several state agencies are facing a proposed 5% budget reduction, DPS has been spared from those cuts and will maintain its current funding level for Fiscal Year 2027.

The FOP will continue advocating for fair compensation, sustainable benefits, and the long-term financial stability of Arizona’s public safety professionals.

On 3/21/2000, Officer Brett Buckmister, #5548, died as a result of a traffic crash near Page, AZ. He was driving southbound on US 89 when his patrol car and a van collided during wintry weather, ultimately taking the lives of Officer Buckmister and three people in the van.

The First Responder Whiskey Society has released this memorial whiskey bottle for fallen Arizona Department of Public Safety Trooper Hunter Bennett. This project was started with permission from his family. 100% of the net proceeds from the sale of this bottle will go to his family.

Honor Bound Spirits in San Diego, California, creates this commemorative bottle. The company is marine-owned and a friend to all first responders. The bottle is superior to other engravings. It is sandblasted, not just etched, and pays true honor to every fallen first responder it is created for.

The whiskey is first aged in new 53-gallon, medium-charred American oak barrels for up to 8 years. Then, it is rested in-barrel with Chilean Amburana oak staves. It creates a uniquely sweet, yet spicy bourbon whiskey. It has hints of gingerbread and fresh vanilla on the nose. There is a pronounced sweetness on the palate. On 2/18/2000, Officer Floyd J. “Skip” Fink, #940, lost his life when a driver crashed into his patrol vehicle on US 60, near McClintock Drive, in Tempe. The force of the collision caused Officer Fink’s vehicle to catch fire while he was trapped inside. Several witnesses extinguished the flames and attempted to save Officer Fink. He later died from his injuries at a local hospital.

Officer Fink was a 28 year veteran of DPS.

The at-fault driver pleaded guilty to manslaughter and was sentenced to 18 years in prison.
