So big news this past week from the FlyAZ Passport Program side of the house. Six friends from three states and the District of Columbia coordinated their time off to make a big adventure out of visiting all of the airports, restaurants, and museums on the program list. This marks the first time a group has gotten together and visited all the stops that make Arizona a super place for aviation. By all accounts, and as reported, they had a blast and learned a few things along the way about Arizona and in some cases flying in both congested and wide open airspace. A big APA congratulations goes out to Cory V (CA), Troy B (UT), Jay and Jeanne H (UT), Mike H (AZ/AK), and Joe B (DC). Thank you all for participating in the program and visiting the great state of Arizona . Your prizes are on their way as we speak.

Falcon Field Fee Proposal – Mesa City Council Meeting – Monday, 23 March

I am sure that many of you have been closely following the developments related to the Falcon Field landing fee proposal. AOPA, APA and the Aviation Safety Advisory Group of Arizona (ASAG) have been collaborating on a response to the city providing some perspective and our recommendations as the GA community, including the tenants and users of Falcon Field. We have had a number of discussions with the city throughout this process and submitted a joint AOPA/APA/ASAG letter to the city recommending that the council vote for scheduled for March 23rd be cancelled until the following high-level actions related to collaboration and financial transparency have been completed:

• Establishing a Falcon Field Advisory Board (airport users,
businesses and residents)

• Completing a Financial and Fee Structure Review

• Evaluating Alternate Revenue Sources

• Chartering an airport operations improvement group to
develop realistic changes to the current Fly Friendly
noise abatement program

You can find our letter and the full details of our recommendations in this month’s edition of our newsletter https://azpilots.org/pilot-info/newsletters

Please plan to attend the City Council Meeting on Monday, March 23rd!!!

Notice of Proposed Rulemaking (NPRM) - Amendment of Class D Airspace for Chandler (KCHD) and Phoenix-Mesa Gateway (KIWA) Airports – Comments Due Monday, 2 February 2026

As many of you may already know, the FAA has issued an NPRM to amend the Class D airspace for both KCHD and KIWA. This proposed rulemaking is the result of “biennial airspace reviews intended to support instrument flight rule operations and to ensure compliance with agency orders.”

For KIWA – the Class D radius would increase from 5 miles to 5.4 miles. The proposal includes adding exclusion areas for KCHD and Pegasus Airpark.

For KCHD – the Class D airspace radius would increase from 4 to 4.8 miles. The vertical limit would increase from 3,000 to 3,700 feet. The KIWA exclusion area would be removed as it is no longer required.

The FAA also intends to establish Class E airspace extending upward from 700 feet above the surface for both Stellar Airpark and Mesa Gateway Airport. For Stellar Airpark, this would encompass a 13.9-mile radius. For Mesa Gateway, the Class E area would include a 7.9-mile radius and specific extensions to the southeast to accommodate aircraft approaches.

NPRM Link: https://www.federalregister.gov/documents/2025/12/18/2025-23273/amendment-of-class-d-and-establishment-of-class-e-airspace-chandler-and-phoenix-az

Note – the published NPRM does not include a graphical depiction of the proposed airspace changes on the Phoenix sectional.

Comments must be received on or before February 2, 2026.
ADDRESSES: Send comments identified by FAA Docket No. FAA-2025-5571 and Airspace Docket No. 25-AWP-172 using any of the following methods:

* Federal eRulemaking Portal: Go to http://www.regulations.gov/ and follow the online instruction for sending your comments electronically.
* Mail: Send comments to Docket Operations, M-30; U.S. Department of Transportation, 1200 New Jersey Avenue SE, Room W12-140, West Building Ground Floor, Washington, DC 20590-0001.
* Fax: Fax comments to Docket Operations at (202) 493-2251.

Those of you that are based at P19, Pegasus, KFFZ, KCHD and KIWA or fly in the vicinity of these airports know that it is very congested airspace and these proposed changes will introduce significant safety concerns. As an example, there is a significant volume of traffic that utilizes the corridor from KFFZ to KCHD for transition around the Phoenix Class B and to access the south practice areas. The NPRM would decrease the vertical space between the Phoenix Class B and KCHD Class D to just 300 feet, increasing the potential for conflicts and midair collisions. There are many others.

APA will be submitting comments opposing this NPRM, and we urge individual pilots to submit comments prior to the 2 February deadline.
