Meet Barbara Burkholder-Barbara Burkholder is a longtime public health leader and advocate whose work has helped advance asthma care, school health, and access to quality healthcare in Arizona. A founder, board member, Treasurer, and Policy Chair of the Arizona Asthma Coalition (AAC), Barbara has dedicated decades to bringing together healthcare professionals, public health organizations, schools, and community partners to improve asthma outcomes and promote clean air.
Barbara has been particularly instrumental in asthma policy advocacy, partnering with the University of Arizona to advocate for Arizona’s Emergency Stock Inhaler Program for Schools. She helped advance the legislation, wrote the implementing state regulation, and chaired the statewide advocacy group supporting program implementation. Her commitment to public health advocacy has been recognized through numerous awards, including the Volunteer Excellence in Advocacy Award from the American Lung Association of Arizona.

Meet Dr. Andrew Arthur: Dr. Arthur is a Medical Director of Pediatrics at El Rio Health, a large Federally Qualified Health Center (FQHC) in Tucson, Arizona, where he has worked as a board-certified general pediatrician for 34 years.

Dr. Arthur received his MD and PhD in epidemiology from the Johns Hopkins University School of Medicine and the School of Hygiene and Public Health. He completed his residency in pediatrics at the University of Arizona.

He has been in a leadership role with El Rio’s Asthma Program since 2001, El Rio’s Reach Out and Read Program since 2000, and El Rio’s Immunization Program since 1992. He currently participates in research involving early vision screening and child development.

Dr. Arthur has been on the Board of the Arizona Asthma Coalition for the past 5 years and the Chair of the Board for the past 2 years.

Meet Jean Nelson, RN, MSN, Certified - ANCC Member of the American Academy of Nurse Practitioners, AAC Board Member

Jean Nelson is a Family Nurse Practitioner with over 40 years of experience specializing in Allergy, Asthma, and Immunology. Her offices are located in Scottsdale and Gilbert, Arizona. She earned her Master’s degree from Arizona State University and is a key leader in the Medical Research of Arizona department within her practice. Her clinical research team has conducted groundbreaking trials on asthma, immune disorders, chronic hives, and Hereditary Angioedema (HAE), contributing to the development of many drugs currently on the market. A dedicated educator, she lectures nationwide to healthcare providers and patients, promoting disease awareness and expanding treatment options. She is a mother of three children and an accomplished pianist.
