- Assess the latent capacity of those receiving help and provide supports that move them from a place of being ongoing recipients to being participants in their future. This is accomplished through constant support, evaluation and mutually agreed upon objectives.

- Build capacity: We seek to build capacity for the futu

re by leaving communities empowered to serve as agents of change and able to use homegrown solutions.
