Thomas Scattergood Behavioral Health Foundation

The Thomas Scattergood Behavioral Health Foundation is a Quaker-based, philanthropic, grant-making foundation committed to improving the system through which behavioral healthcare is delivered in the Philadelphia area. The Foundation takes its name from Thomas Scattergood, the 19th century Philadelphia Quaker minister who spoke out against the harsh conditions faced by the mentally ill and advocat

ed for a philosophy of “moral treatment.” This "moral treatment" model helped inspire the founding of the “Friends Asylum for Persons Deprived of the Use of Their Reason” by the Philadelphia Quaker community in 1813 as the nation’s first privately-run psychiatric hospital. Based on the Quaker belief that all humans have “that of God” within them, the Religious Society of Friends set out to create a special place within which those who suffered from mental illness could be treated with respect and dignity. The Foundation is guided by the vision to “be Thomas Scattergood” for our time, driven by a disruptive sense of purpose to challenge and change how behavioral healthcare is viewed, organized and practiced. The Scattergood Foundation’s vision is to provide a platform for productive dialogue and learning within the behavioral health field; and activating leadership and collaborative endeavors by awarding targeted grants to address important behavioral health needs in innovative ways. 💚 Celebrating Fab Youth Philly’s New Home in Kensington 💚

The Scattergood Foundation was proud to join Fab Youth Philly this week to celebrate the opening of their new headquarters — a space that radiates warmth, creativity, and youth leadership.

Our team members Caitlin O’Brien and Ashley Feuer Edwards attended on behalf of the Scattergood Foundation and the (KCR Fund), which is proud to support Fab Youth Philly as one of its grantees.

Throughout the evening, we witnessed the incredible power of youth leadership in action:
✨ Teens confidently welcoming and leading tours for guests
✨ Adults listening to and learning from youth experts
✨ A shared vision for a thriving, resilient Kensington

As Councilmember Quetcy Lozada reminded everyone:

“Too often, we only hear the negative stories about Kensington. What people need to know—and what we need to do better—is talk about the FABulous things happening here by our young people and for our young people.”

Congratulations to the Fab Youth Philly team on this exciting milestone — and thank you for continuing to show what’s possible when young people are empowered to lead.

After running processes for the , the , and the , we know that participatory grantmaking empowers impacted communities and community members, from grant recipients to granting group members deciding which organizations will receive funding.

Great to see The Chronicle of Philanthropy cover this transformative model in ʼWho Decides?ʼ

https://www.philanthropy.com/article/who-decides-foundation-staff-look-to-outsiders-to-steer-grants

“Putting young Black men in charge of grant making also helped the participants who made the decisions themselves…As part of the grant-making training, the young men traveled to the Legacy Museum in Montgomery, Ala., where they learned more about the violence perpetrated against Black people in America, followed by visits with counselors to process that pain and start to heal. By delving into the broad history of racism, and talking about it later, participants were able to process some of the hurt they experienced, which factored into the decision-making process.”

“They were focused on healing before we ever got to the grant making,” Ade Oguntoye said, adding that the participants making the money decisions were helped as much as the nonprofits they funded.
“You have two constituencies to think about, but you also have impact in two places,” he said.

If youʼve ever been a part of a participatory granting process– as a granting group member, advisory committee member, organizer, facilitator or grantee–how do you feel about the experience? What did you learn? Did it change anything for you?

The Spark Fund and the NextGen Grantmakers Initiative are among several philanthropies backing participatory grant-making efforts.

At the Scattergood Foundation, it is our responsibility and privilege to support work we believe will result in a stronger, more effective, compassionate, and inclusive society where behavioral health is central.

With immigrant rights under threat, we are reminded of this responsibility, and were inspired to hear Angelica Salas, Executive Director of Coalition for Humane Immigrant Rights (CHIRLA) call for courage and action on the Center for Effective Philanthropyʼs Giving Done Right podcast:

ʼʼI think Philanthropy has a very important role. I said earlier that the federal government is trying to dismantle, dismember the infrastructure of immigrant serving organizations, of immigrant inclusion, so I think this is a moment where philanthropy has to be bold and do the opposite, which is to build it up stronger that it was before.

We have to step into our courage, and step into the abilities that we do have, understanding that we don’t have all the control but there are things we can control and that which we can, like giving, is something that is so supportive.ʼʼ

In Pennsylvania, the Pennsylvania Fund for Immigrant Rights and Equity (PA FIRE) is embodying this courage and action. Billy Pennʼs in-depth feature on 2025 grantee, Karen Community Association of Philadelphia (KCAP), sheds light on the Karen community in Philadelphia.

https://billypenn.com/2025/10/07/karen-community-association-philadelphia/

KCAP was started last March, and they are already doing powerful work:

“Working with other organizations and giving Karen people the support they need has been impactful. Rebecca Winkler said that even though their funding is limited, Karen community members like Naw Doh and Naw Day have worked hard to improve lives.

“It seemed really important for folks to be able to lead their own organization,” she said. “When communities are actually given resources themselves and can decide how to distribute them, and they’re actually on the ground and part of the community that they’re serving, they can do incredibly effective work.”

Weʼre proud that our saw the value of supporting this work and look forward to being part of a new organizationʼs growth! Thank you Billy Penn for giving Philadelphians more information about the Karen community!

The Karen Community Association of Philadelphia is dedicated to helping Karen people — a refugee population from Myanmar — with specialized social service needs that larger organizations can’t provide.

In honor of ‘s theme "Building Community: Supporting Mental Well-being Together", we’re continuing to highlight programs and partnerships that build on the power of community.

(KCR Fund)’s motto is “By Community for Community,” and its participatory granting model amplifies community voices and gives residents and community leaders power, resources, and agency to address their most urgent priorities and needs.

In Spring of 2025 a group of resident grant-makers awarded grants to 17 organizations promoting wellness, building resilience, and improving the quality of life for residents in Kensington, Harrowgate, and Fairhill who have been most harmed by Philadelphia’s opioid crisis.

KCR Fund Advisory Committee and Granting Group Member Ramon Cruz Jr. speaks to the transformative potential of putting the power in the hands of the community in the clip below: “Letting the communities make these decisions helps them be a part of the healing process.”

This , we’re reminded that moments of crisis—whether caused by conflict, displacement, or disaster—can deepen barriers to care for those already facing the greatest challenges. The theme, “Mental Health in Humanitarian Emergencies,” calls on all of us to ensure that mental health support reaches every community, especially those navigating instability and loss.

At the Scattergood Foundation, we’re proud to stand alongside organizations that respond to these challenges with care and creativity. Through the , we partner with immigrant and refugee leaders across the region to promote healing, belonging, and access to culturally grounded mental health supports. https://www.scattergoodfoundation.org/support/participatory-funds/community-fund-for-wellness/?mc_cid=292831cff8&mc_eid=d6db83dbd3

As we mark this day, we honor the resilience of communities who continue to care for one another—even in the face of crisis—and recommit to building systems where everyone has the support they need to thrive.

As believers in and the power of community to drive necessary changes, we love the theme of this years *Building Community: Supporting Mental Well-being Together* and wanted to take this week to highlight a few programs that are walking the walk!

This year, the is supporting 18 organizations that promote mental health and emotional wellbeing among immigrant communities in Greater Philadelphia. These organizations were selected by a granting group of peers in the immigrant mental health field. In addition to the work they’re doing day to day, participants come together monthly as a to discuss issues that impact them as individuals, teams, and helping professionals.

The wisdom, caring and creative problem solving that comes out of those conversations is truly inspiring. Thank you to all of our incredible grantees, facilitators and interpreters for making the Community of Practice a space for us to build community and support mental wellbeing together!
