Toronto police are investigating a series of troubling incidents targeting the U.S. Consulate, synagogues, and other Jewish institutions.

Investigators believe some of these attacks may involve a “gun-for-hire” model, highlighting the growing intersection of organized crime, extremism, and foreign influence.

These developments come amid the recent U.S. indictment of Mohammad Baqer Saad Dawood Al-Saadi, a member of the Iranian-backed Kataib Hezbollah militia, who prosecutors allege worked with Iran’s Islamic Revolutionary Guard Corps to establish a terrorist network leveraging organized crime and planning attacks in Canada and elsewhere.

According to U.S. prosecutors, Al-Saadi was linked to the shooting at the U.S. Consulate in Toronto and was involved in organizing attacks on synagogues, including a synagogue in Canada.

As authorities continue to connect the dots, governments and law enforcement agencies must remain vigilant in confronting extremist networks, foreign-backed threats, and criminal activity that endanger Jewish communities and undermine public safety.

Understanding the experiences of our neighbors and learning from one another is an important part of building stronger, safer, and more connected communities.

I appreciate AJC for sharing this important research and helping facilitate a thoughtful discussion with City Council members, staff, and community leaders. As elected officials, we have a responsibility to listen, learn, and stand against hate in all its forms.

While we await developments about the reported 60-day ceasefire agreement between the U.S. and Iran to reopen the Strait of Hormuz and begin negotiations on a more comprehensive agreement, we remain focused on the underlying threats posed by the Iranian regime that have destabilized the Middle East for decades.

Any comprehensive agreement with Iran that emerges after this 60-day ceasefire period should focus on ensuring that the Iranian regime can never obtain a nuclear weapon, cannot rebuild its ballistic missile program, and curbs its support for terror proxies. Such an agreement must also ensure that Iran is unable to threaten U.S. allies and partners in the region or hold freedom of navigation through international waterways hostage.

AJC also strongly supports the legitimate aspirations of the Iranian people for greater freedom, opportunity and dignity, and hopes that those aspirations are eventually realized. As the contours of this and future agreements become more clear, we will continue to engage with our partners in the U.S., the Middle East, and around the world to make this vision a reality.

"Hi, my name is Reilly Rapoport, and I am the new Coordinator at AJC Philadelphia/Southern NJ! I grew up in Colorado and attended the University of Colorado Boulder, where I studied Physiology and Psychology on the pre-med track. I was also on the board of Hillel and a member of the Delta Delta Delta sorority. I moved to Philly two years ago to work as a Springboard Innovation Fellow at the University of Pennsylvania Hillel, where I engaged Jewish undergraduate students through coffee chats, bagel brunches, teaching fellowships, and planning and coordinating events. In May alone, antisemitic incidents were recorded in 29 out of London's 32 boroughs, according to London's Metropolitan Police Service data.

Antisemitic incidents in London rose a whopping 72% in May compared to April, and a staggering 172% over last year.

This is what happens when antisemitic rhetoric becomes normalized and Jews are targeted because of a geopolitical conflict thousands of miles away.

We urge the British government, the Mayor of London, and the Met Police to continue to ramp up efforts to protect the Jewish community.

"From the river to the sea" is not a riddle. It is a phrase that can incite violence and one that 68% of U.S. adults, who have heard the phrase, associate with antisemitic incidents, according to AJC’s State of Antisemitism in America 2025 Report.

At AJC Global Forum, Aviva Klompas cut through the debate over intent: regardless of how some people use these slogans, they have led to real-life harm to Jewish people.
