Heat Caution and Extreme Heat Resources

The Philadelphia Department of Public Health has declared a Heat Caution for Monday, 5/18, through Wednesday, 5/20. During extreme heat, it’s important to check on your neighbors, especially older adults, people with chronic health conditions who are more likely to get sick, and anyone who lives alone. Make sure they have access to air conditioning, are staying hydrated, and know how to call for help if they need it.

Stay Cool
Stay in air conditioning at home or in a cool public space. For free or discounted indoor activities, visit www.art-reach.org or call (267) 515-6720.

The hottest part of the day is from about 11 a.m. to 4 p.m.; try to stay out of the sun and avoid strenuous activities, if possible.
Stay hydrated. Drink water or fruit juice even if you don’t feel thirsty.
If you are hot and don’t feel well, call a doctor. Call 911 if you think someone is having an emergency.

Stay Informed
Stay connected with emergency information by signing up for free city alerts. Text READYPHILA to 888-777 for texts sent directly to your phone.

Extreme Heat Guide – www.phila.gov/heat: This includes information about health risks during extreme heat and tools to help you stay cool.

Utility Emergency Services Fund – (215) 972-5170 or visit www.uesfacts.org: Utility and housing assistance and more. Residents can call to learn about and enroll in state and federal benefits.

Stay Connected

Hello everyone,

The Water Rate Board is having a hybrid hearing on Thursday, May 7 at 10am related to the Tiered Assistance Program (TAP). TAP is a program that helps make water bills more manageable for more than 70,000 low-income Philadelphian households. The Water Department is asking for a rate increase that would raise the residential bills of non-TAP participants by around $2.10 per month or $1.09 per month for customers who receive the Senior Citizen Water Bill Discount. Here is a link about the hearing: https://www.phila.gov/departments/water-sewer-storm-water-rate-board/meetings/

Members of the public may testify in person in Conference Room 18031 at 1515 Arch Street, Philadelphia, PA 19102 or on Zoom at https://us02web.zoom.us/j/81616980943.

Members of the public may also submit written comments via email to [email protected].

If you have any questions, please feel free to reach out to us at 215-227-9988 or [email protected].

FYI,
Rabb issues statement on Judiciary Committee votes
Rep. Christopher M. Rabb May 5, 2026 | 1:05 PM

HARRISBURG, May 5 -- State Rep. Chris Rabb made the following statements on H.B.s 910 and 2443 during the May 4 meeting of the House Judiciary Committee, following a “no” vote on both bills.

On H.B. 910, Rabb said the following:
Committee Vote: 25-1 on May 4, 2026.

“As a descendant of Black women, men and children legally bought and sold under the imprimatur of state law, my opposition to human trafficking is unwavering. So, it goes without saying that no child should ever be bought, sold or traded -- and Pennsylvania law already treats that conduct as a serious felony. However, what H.B. 910 actually does is blur the line between organized exploitation and the desperate, often heartbreaking choices made by vulnerable parents, risking felony charges against people who need support, not a prison sentence. We can protect children without criminalizing poverty and desperation, and that’s exactly why I could not in good conscience support the current version of the bill in committee.”

On H.B. 2443, Rabb said the following:
Committee Vote: The committee approved the bill with a 25-1 vote.

“Yesterday, I voted no on H.B. 2443 in committee because I refuse to build a house on sand. Child victims deserve our full commitment -- and full commitment means funding that actually works. This bill funds a child welfare program that may never materialize. Fines and fees have chronically low collection rates because many people simply can’t pay. Worse, the fund’s existence becomes dependent on continued criminal legal system involvement, creating a perverse financial incentive to lock up more people. I am prepared to file an amendment to this bill so that when it comes up for a floor vote, I can vote for it, given my strong support for this legislation’s underlying goal.”
