CBTU Leonard C Ball, James H Bell, & Ronald Reliford Scholarship Fund
Scholarship Application

Each year CBTU awards ten scholarships to high school and college students in the names of three men who exemplified union activism and a thirst for knowledge. The Leonard C. Ball, James H. Bell, and Ronald Reliford Scholarship Fund was established to honor the late Leonard Ball, the first Executive Director of CBTU and the top aide to AFSCME International Secretary-Treasurer William Lucy, the late Jim Bell, President of the New York Chapter of CBTU and a major force in city politics, and the late Ronald Reliford, Chief Sargent-at-Arms of CBTU and Field Director for AFSCME.

Students who have or about to graduate from high school and have already been accepted by a college or university, are eligible for this scholarship.

1739 Condemns Racist Texts Sent to Black Students Following Trump Election

In the aftermath of disappointing Presidential election results, we have grave concerns about the policies promoted by the President elect as they impact working people and union labor as well as the direction this nation will take.

We join calls for the peaceful transfer of power and are watchful for any disturbing signs of negative and inappropriate behavior on the part of extremist groups. We have seen an early indication of this in the nationwide text messages being sent to black students around the country referring them to locations to “pick cotton”. Some misguided individuals or organizations may see this as an opportunity to espouse and/or promote racism and misogynistic views. As a union, we must remain steadfast in our mission of providing “dignity for all”. We condemn, in the strongest terms, any actions of this kind and encourage the prosecution of the authors of these messages to the full extent of the law.

We Pay Tribute to Bill Lucy
September 30, 2024



In 1968, Bill Lucy was in Memphis, Tennessee to support the strike of sanitation workers protesting working conditions that led to the deaths of two of their colleagues. Generating community support for the workers, Lucy and a local pastor are the creators of the historic slogan, “I am a man”. He was one who urged Dr. Martin Luther King to go to Memphis to support that labor action. King did so, leading the historic “I am a man” march for these working men.

AFSCME Local 1739 President Fred Wright paid tribute to his longtime colleague this weekend. “Lucy was an icon for civil and human rights and a legendary labor leader, devoting his life to the struggle for economic and social justice,” Wright said. “He championed causes that spanned the arc of his 90 years, focusing on the grievances that challenged public servants and government workers as well as some of the great human rights battles of our time.”

“Lucy’s founding of CBTU (Coalition of Black Trade Unionists) spotlighted the special plight of black union members; CBTU became the first labor union to publicly condemn apartheid in South Africa. He helped create FSAM (Free South Africa Movement) which catapulted the antiapartheid movement into the national spotlight. We will never forget what Bill Lucy meant to the labor movement.”
