Kay F. Toombs Memorial Foundation

Kay Fish Toombs was born and raised in Coats, NC. Kay grew up in a family with a strong work ethic and at an early age began to develop her caregiver nature. She was always the first to help someone in need. Kay passed on April 30, 2018 after battling adrenal cancer for 4 1/2 years. Even during her cancer treatment she continued to work as a the coordinator of the Infant and Toddler Early Intervention Program at District 19 Community Service Board in Petersburg, Va. Kay always referred to the children in the program as “HER BABIES”.

Kay attended and graduated from Chowan Jr. College with an Associates degree and continued her education at Virginia State University receiving a Bachelors in Sociology and then to followed up with a Masters in Child Development and Family Relations from East Carolina University. Prior to completing her education Kay met and married Larry C. Toombs from Petersburg, Va and began raising a family of three boys.

Over the years Kay held several different positions working as a supervisor in the Juvenile Detention Center, social worker, case manager, mental health consultant, and directing the Infant and Toddler Early Intervention Program for over 20 years. Kay was blessed with a kind and generous heart and loved doing for others. She never wanted any praise and loved staying busy making an impact on others lives.

Prior to Kay’s passing, her husband Larry explained to her about his intent to develop a non-profit organization to raise funds for “HER BABIES”; she gave him a smile and stated “That would be nice”.
