💲 $𝟱𝟬𝟬 𝗔𝗖𝗔 𝗿𝗲𝗳𝘂𝗻𝗱 𝗰𝗵𝗲𝗰𝗸𝘀? 𝗡𝗼𝘁 𝗶𝗻 𝗜𝗹𝗹𝗶𝗻𝗼𝗶𝘀.
On Sept. 30, the federal government began mailing one-time $500 checks to more than 950,000 ACA marketplace enrollees in 30 states. The White House says the money comes from excess "user fees" insurers paid to sell plans on HealthCare.gov. [1][2]
Why Illinois residents won't see one:
✅ Only the 30 states on the federal HealthCare.gov exchange are included, and Illinois isn't on the list. [2] Illinois now runs its own marketplace, Get Covered Illinois.
✅ Even in those 30 states, checks go only to enrollees who did NOT receive premium tax credits. [1]
✅ Insurers build user fees into premiums, so consumers never see a separate fee on their bills.
Was it really an "overcharge"? The administration says yes. KFF's Cynthia Cox told Reuters that "a surplus does not mean consumers were overcharged," pointing to reduced spending on enrollment assistance while the fee kept being collected. [1]
