"Samuel Stidwell’s testimony from Lobby Day 2026

'Attending Lobby Day 2026 with the Illinois State Black Chamber of Commerce was a valuable experience that allowed me to engage directly with key organizations like the Capital Development Board (CDB) and the Commission on Equity and Inclusion (CEI)...

One of the biggest takeaways was hearing from CEI about the current state of the BEP program. While there has been some progress, enforcement remains a major challenge... The certification process has been more difficult and time-consuming than it should be.

Samuel also reminded us: 'Real change will require consistent communication and accountability.'
