EMERGENCY RESOURCE GUIDE: HOMELESS & UNINSURED HURRICANE-AFFECTED VETERANS
1. IMMEDIATE HOUSING & EMERGENCY SHELTER
If you are currently unhoused, living in a vehicle, or staying in an emergency shelter, contact these specialized veteran programs immediately.
• VA National Call Center for Homeless Veterans
• Phone: 1-877-424-3838 (Available 24/7, free, and confidential)
• What they do: Connects you immediately with local VA medical center staff, case managers, and emergency housing resources.
• Supportive Services for Veteran Families (SSVF)
• What they do: Rapidly re-houses veterans who have lost their homes. They can pay for temporary hotel stays, security deposits, rent, and moving expenses.
• How to find one: Call the National Call Center (above) or look up your local provider online.
• VA Community Resource and Referral Centers (CRRC)
• What they do: Physical walk-in centers that provide immediate access to housing placement, food, medical care, showers, and laundry.
2. FEDERAL DISASTER ASSISTANCE (FOR UNINSURED LOSSES)
Because you do not have homeowner’s or renter’s insurance, FEMA is your primary source for financial recovery. Apply immediately.
• FEMA Individual Assistance
• Phone: 1-800-621-3362 (7:00 AM to 11:00 PM ET)
• Online: DisasterAssistance.gov
• What it covers for uninsured victims:
• Critical Needs Assistance (CNA): Immediate cash for food, water, and emergency supplies.
• Displacement Assistance / Rental Assistance: Money to pay for a hotel or a temporary place to rent while you find a permanent home.
• Home Repair / Replacement Assistance: Financial grants to help rebuild or replace a primary residence (since you have no insurance to cover it).
• Other Needs Assistance (ONA): Money to replace lost vehicles, clothing, tools required for work, and medical equipment.
• Note: When applying, explicitly state that you had no insurance at the time of the disaster to speed up your grant processing.
3. VETERAN SERVICE ORGANIZATION (VSO) EMERGENCY GRANTS
Many major veteran organizations offer immediate cash grants to veterans affected by natural disasters. You do not always have to be a member to qualify.
• The American Legion Temporary Financial Assistance (TFA)
• What it is: Provides cash grants to help minor children of veterans meet basic needs (food, shelter, utilities, clothing) after a disaster.
• How to apply: Contact your local American Legion Post or Department Service Officer.
• Disabled American Veterans (DAV) Disaster Relief
• What it is: Provides immediate financial grants for food, clothing, and temporary shelter to disabled veterans and their families living in a disaster area.
• How to apply: Contact your local DAV National Service Office.
• Veterans of Foreign Wars (VFW) Unmet Needs Program
• What it is: Emergency financial grants of up to $2,500 to assist with basic life necessities (housing, food, utilities, medical bills).
• How to apply: Apply online at VFW.org/UnmetNeeds.
4. HEALTHCARE, MEDICATIONS, & BENEFITS CONTINUITY
If you were displaced from your local VA clinic or need immediate life-safety medical support:
• VA Heritage Health Emergency Pharmacy Program
• What it is: If a storm forces you to leave your home without your prescriptions, you can go to any local retail pharmacy (like CVS, Walgreens, etc.) that participates in the VA network.
• How to use: Bring your VA ID card and your prescription bottle. If you don't have the bottle, call 1-800-227-8387 to get emergency authorization.
• VA Benefit Check Continuity
• Phone: 1-800-827-1000 (VA Veterans Benefits Administration)
• What they do: If your regular monthly disability compensation or pension check was sent to a damaged home address, call this number to immediately update your address or switch to direct deposit so you don't lose access to your money.
• Disaster Legal Services (DLS)
• Phone: 1-866-550-2929 (or check with local legal aid)
• What they do: Provides free legal help to low-income victims. They can help you appeal a denied FEMA claim, handle landlord-tenant disputes if you were renting, or help replace lost military discharge papers (DD-214).
VFW Unmet Needs provides grants of up to $1,500 to active-duty service members, to include activated Guard and Reserve members) and their families during times of financial difficulties that are related to military service, and the VFW is here to help.
